Councillors approved a €5.5 million grant from Denmark to restore the water supply and sewerage systems, made changes to the school network — senior classes will be held at just one secondary school — and approved amendments to the budget.

Appeal to the Ministry of Development and Vitalii Kim
At the start of the meeting, it was announced that an appeal must be made to the Ministry of Development of Communities and Territories of Ukraine and to the head of the Mykolaiv Regional State Administration, Vitalii Kim. Councillors are asking that Bashtanka not be excluded from the list of territories at risk of military action.
The draft resolution states that the territory of the Bashtanka urban community is currently in a zone of potential danger: it is located within a 100-kilometre zone of territories where hostilities are taking place or have taken place, or which are temporarily occupied by the Russian Federation. However, this distance may be changed.
«If it is currently up to 100 km, it could be reduced to approximately 30 km. Bereznehuvate has already adopted such a decision, and Snihurivka has sent a letter. We are now in session; we will send our own appeal and hope for the best,» the speaker noted.
The councillors noted in the resolution that excluding communities from this list would have negative consequences: it would violate the principle of fair and proportional distribution of state support for territories affected by hostilities. The town could lose access to state programmes for the restoration of damaged infrastructure and the opportunity to attract international donors.
€5.5 million for water supply restoration
Councillors approved the allocation of a €5.5 million grant from Denmark, channelled through the Nordic Environment Finance Corporation (NEFCO), for a project to restore water supply and wastewater treatment in Bashtanka. The City Council is to allocate €560,000 from the budget to co-finance the project.
The grant will be provided in euros, and NEFCO will pay the funds directly to the contractors.

Changes to the cultural programme
The City Council has made changes to the Cultural Development Programme for the territory of the Bashtanka City Council. The draft decision states, in particular, that funding for 2026 will be increased by 300,000 hryvnias to support folk and exemplary groups and their participation in international, national and regional events.
Funding for Children’s Day events, now celebrated on 20 November, has been increased by 100,000 hryvnias, and for All-Ukrainian Library Day by 70,000 hryvnias. An additional 300,000 hryvnias has been allocated to update library collections with new literature.
Mayor Oleksandr Berehovyi noted that at a joint meeting of the standing committees, it was decided that scholarships in the fields of culture and education for gifted children, as well as scholarships for the community’s athletes, need to be reviewed. The changes to the Bashtanka City Council’s plan for the transformation of the general secondary education network sparked the most discussion.
«During the review of the draft decision at the meeting of the standing committees, it was emphasised that educational reform does not halt the community’s progress and objectives: the transformation and preservation of the network of educational institutions, as well as the creation of a fully-fledged academic lyceum with the introduction of a vocational upper secondary school, which will enable pupils from the community’s educational institutions to obtain vocational secondary education directly within the community,» read out Oleksandr Berehovyi.
Pupils and parents must be explained what changes will take place in the education network.
The changes agreed by the councillors will come into force on 1 September 2027. The «TEMP» Lyceum will change its status to an academic lyceum and becomes the Bashtanka Lyceum. It will provide specialised secondary education for the community’s senior pupils.

Photo: bashtanskaotg.gov.uaFrom 1 June 2026, the intake of pupils into Year 10 at Bashtanka Lyceums Nos. 1 and 2, as well as at the Dobre, Novoiehorivka, Pliushchivka, Khrystoforivka and Yavkyne lyceums, will cease. They will be reorganised from hub schools into gymnasiums with primary schools.
In addition, the Novoivanivka and Novoserhiivka branches will operate as separate primary schools once the transformation is complete. However, pupils currently in Years 10 and 11 at the lyceums will be able to complete their full secondary education at their current institutions.
The mayor also noted that councillors had specifically emphasised the need to establish an adequate material and technical base for the academic lyceum, as well as to create a specially equipped learning space within it for the training of pupils in Years 10–12 — a centre for teaching the subject «Defence of Ukraine».
«The creation of a ‘Defence of Ukraine’ centre at the First School has already been included in the DREAM programme. The budget has already been allocated and the departments have been informed. Co-funding has also been agreed, and the ‘Defence of Ukraine’ centre itself will be established at the first lyceum. Last year, training for certified specialists took place over a nine-month period. We now have four such individuals in our community,» explained the speaker.
Councillor Tetiana Hrynenko noted that there is no need to specify that the Bashtanka Lyceum is academic in its name.
«Because the regulations already stipulate that it will be of an academic nature, so no further clarification is needed. The term ‘academic’ will be included in their charter,» noted the councillor.
There were also questions regarding the possibility of children suffering psychological trauma due to changes in educational institutions.
«We can leave these children (who are studying at «TEMP», — note) where they are. Firstly, there aren’t very many of them. The law allows, in those institutions where there will be an academic lyceum, in accordance with the network, for them to move from this institution to secondary school, because there will only be one year of study there. This class, which is currently in Year 8, will be in Year 9 next year and will move on to Year 10. The class that is currently in Year 7 has 12 pupils,» noted Dmytro Pysarevskyi, director of the «TEMP» lyceum.
Councillors supported the decision but noted that they may make changes to the working order if necessary.

Funds for the routine maintenance of the cultural centre
The City Council supported Councillor Viktor Maidanov’s request to allocate funds for the routine maintenance of part of the premises of the municipal cultural centre.
The mayor noted that at a joint meeting of the standing committees, councillors supported the councillor’s request and recommended allocating 77,418 hryvnias for the routine maintenance of part of the premises of the municipal cultural centre.
Changes to the budget
In particular, councillors added 4.28 million hryvnias to the revenue side of the Bashtanka Town Community budget for 2026. The revenue side of the general fund budget is set to increase by 5.2 million hryvnias through:
- personal income tax as a minimum tax liability — 1 million hryvnias;
- profit tax on utility companies and financial institutions — 98,296 hryvnias;
- excise duty on excisable goods — 892,426 hryvnias;
- transport tax on individuals — 50,000 hryvnias;
- the single tax on agricultural producers — 2 million hryvnias;
- subsidies from the state budget to local budgets for the implementation of the «New Ukrainian School» project — 711,200 hryvnias.
Councillors approved the revised budget revenue figure of 355.6 million hryvnias: general fund — 353.7 million hryvnias, special fund — 1.8 million hryvnias.
As a reminder, Bashtanka intends to develop a concept and design and cost estimate documentation for the creation of an industrial park. The project author on the DREAM system is Bashtanka City Council. The work on developing the concept and construction project for the «Bashtanka» industrial park has been provisionally estimated at 1 million hryvnias.
