The Mykolaiv Regional Council has backed the establishment of supervisory boards in healthcare facilities

Supervisory boards are to be set up in healthcare facilities across the Mykolaiv region. Illustrative photo: NikVestiThe Mykolaiv Regional Council has passed a resolution to establish supervisory boards in regional healthcare facilities.
The decision was passed by councillors during the regional council session on 18 June, according to NikVesti.
«It is proposed to approve regulations on specific issues concerning the formation of supervisory boards for healthcare facilities jointly owned by the local communities of villages, towns and cities in the Mykolaiv region. To instruct the chair of the regional council to exercise certain powers regarding the establishment of a permanent selection committee for the recruitment of independent members of supervisory boards. The draft resolution was considered and supported by three standing committees: on municipal property, on healthcare and on environmental issues,» noted Anton Tabunschyk.
There was no discussion of the draft resolution. The resolution was supported by 41 councillors. There were no votes «against» or «abstentions».

Screenshot of the sessionIt should be noted that on 16 June, the issue of establishing supervisory boards was considered at a meeting of the committee on ecology, environmental protection, rational use of natural resources, tourism and recreation.
During the discussion, Tetiana Labartkava, Chief of Staff of the Mykolaiv Regional Council’s executive office, explained that the establishment of supervisory boards is a requirement under current legislation.
«People often complain that members of supervisory boards do nothing yet receive huge salaries. But our budget is certainly not unlimited. Firstly, honourable councillors, the establishment of supervisory boards in municipal healthcare institutions is a requirement under current legislation. In particular, the Cabinet of Ministers’ resolution clearly states that, from 1 January 2027, cluster and supra-cluster institutions will have contracts with the National Health Service of Ukraine (NHSU) provided that a functioning supervisory board is established. Therefore, if we are moving towards creating a capable network, we will inevitably have to address the issue of establishing supervisory boards, as this is a clear requirement of the law,» noted Tetiana Labartkava.
She added that, as things stand, membership of supervisory boards at state- and municipally-owned healthcare facilities is an unpaid additional role, so no additional budgetary expenditure is provided for the work of supervisory board members.
«Furthermore, in accordance with the law, the formation of supervisory boards is also a lengthy process. We cannot achieve this in a week or even a month. Therefore, our proposal is to begin the process of establishing and forming supervisory boards. Given that current legislation has approved model regulations on supervisory boards in local authority institutions and the procedure for their formation, we propose to approve regulations on specific issues relating to the formation of supervisory boards, so as not to duplicate all the provisions of the Cabinet of Ministers’ resolution, but to define the specific arrangements that will apply directly to the healthcare institutions of the Mykolaiv Regional Council,» said Iryna Tkachenko.
It was also explained during the committee meeting that it is proposed to instruct the chair of the regional council to set up a selection committee to recruit independent members of the supervisory boards. At the same time, the approval of the membership of the supervisory boards of healthcare facilities will remain the exclusive prerogative of councillors at plenary sessions of the regional council.
It should be recalled that a conflict arose concerning the supervisory board at the municipal enterprise «Mykolaivvodokanal». The chair of the enterprise’s supervisory board, Hanna Montavon, approached the mayor, Oleksandr Sienkevych, with a request to remove Yuliia Mincheva from her role in implementing corporate governance at the enterprise. The appeal alleges that, during the formation of the supervisory board, Mincheva allegedly assured the foreign members of the body that they were not obliged to submit declarations in Ukraine. The police are currently investigating this matter.
Later, Yuliia Mincheva, a freelance adviser to the Mayor of Mykolaiv, responded to the allegations made by Hanna Montavon, Chair of the Supervisory Board of the municipal enterprise «Mykolaivvodokanal». She stated that she was not responsible for overseeing the declaration process.
