Odesa is to purchase mobile shelters worth ₴28.3 million — they will be installed at bus stops

Mobile shelter in Odesa, September 2025, photo by NikVestiThere are plans to install eight mobile shelters at public transport stops in Odesa. The cost is expected to be 28.3 million hryvnias.
The tender was announced by the municipal enterprise «Odesmiskelektrotrans», reports NikVesti, citing data from the Prozorro system.
Five shelters are to be designed to accommodate 50 people each, and a further three for 20 people, according to the tender documentation. In total, they will be able to accommodate at least 310 people at any one time. The specific stops where they will be installed are not specified in the documents.
According to the technical specifications, these must be modular shelters designed for short-term occupancy — up to four hours. The structures must withstand a shock wave of at least 100 kPa (kilopascals – the pressure level of the shock wave that the shelter must withstand – ed.) and protect people from debris. Heavy concrete or other materials with appropriate protective properties are to be used in their construction.
Inside, seating areas, lighting, power sockets and mechanical ventilation will be provided. Each shelter will have two separate entrances on opposite sides and protection against the ingress of debris and shock waves.
The shelters must also be accessible to people with disabilities and other groups with reduced mobility. To this end, special areas inside and at least two ramps are provided.
All eight shelters are to be installed by 1 December 2026. They must come with a warranty of at least three years.
It should be noted that Russian drones are attacking Odesa not only at night but also during the day. Air raid alerts triggered by drones may last for or recur throughout the day, and strikes have been recorded, in particular, in residential areas and crowded places.
In particular, on 18 September, Russian forces struck an 11-storey administrative building in the centre of Odesa twice with drones. The second strike occurred whilst rescue workers were already on the scene. Eleven people were injured as a result of the attack, including two rescue workers.
A few days earlier, on 12 September, during another attack, a drone struck a 25-storey residential block. At least 20 people were injured in Odesa and the surrounding area, including a five-month-old baby.
Earlier, on 16 August, a jet-powered drone struck a post office located in a shopping centre in a suburb of Odesa in broad daylight. Four people were injured.
