The Berezanka community plans to build a radiation shelter at the lyceum — public consultation has begun

The Berezanka community in the Mykolaiv region is planning to build a radiation shelter at the Lymany Lyceum. To do this, a detailed site plan had to be drawn up. A public consultation on the plan has now been announced.

On 23 December 2025, the Berezanka Settlement Council granted permission to draw up a detailed site plan for the new construction of a radiation shelter at the Lymany Lyceum. At the meeting, Oleh Anhelov, head of the Department of Urban Planning, Architecture and Capital Construction at the Kobleve Village Council, explained that valid urban planning documentation is required for the construction of the shelter. However, this documentation is currently lacking.

«In order to design and subsequently build the shelter, valid town planning documentation is required. For this settlement (the village of Lymany, — note), such documentation is currently lacking. In other words, to resolve this issue, a detailed plan of the area needs to be drawn up so that the facility can be designed, built and commissioned,» noted Oleh Anhelov.

The councillors granted permission for the documentation to be drawn up.

However, two months earlier, on 27 October 2025, the Department of Education, Culture, Youth and Sport of the Berezanka Settlement Council had signed a contract worth 850,000 hryvnias for the preparation of design and cost estimate documentation for the construction of a shelter at the lyceum. Olha Martynova was declared the winner of the tender.

On 11 March 2026, information was published on the Prozorro public procurement system regarding the development of a detailed site plan for the construction of a shelter at the lyceum. The cost was 300,000 hryvnias.

As early as 30 September, the Berezanka Settlement Council published information on the launch of a public consultation regarding the development of a detailed site plan for the construction of a shelter. The approximate area of the site is 3 hectares. The project is being developed by Geonix Company Ltd.

Residents may submit proposals regarding the detailed plan to the Berezanka Settlement Council ([email protected]), via the Urban Planning Cadastre geoportal, or via the Unified Register of Strategic Environmental Assessment. Comments will be accepted until 30 October. A public hearing will be held on 2 November at 10:00 in the town council’s administrative building.

As a reminder, a new anti-radiation shelter, built from scratch, has been opened at the Kalynivka Lyceum in the Voskresenske Settlement Council. The project was funded by Denmark, which allocated 1.2 million dollars.
