In Mykolaiv, a revolving fund will be created to finance housing cooperatives, the funds from which will be allocated for restoration projects

A revolving fund will be created in Mykolaiv to provide reverse assistance to housing cooperatives for the implementation of energy-saving projects, as well as to eliminate the consequences of emergency situations.

Deputy Mayor of Mykolayiv Serhii Korenev told about this during the forum «Pro-Dim. New Possibilities», write NikVesti.

The sources of funding for the revolving fund will be international organizations and foundations. It is noted that the Mykolaiv Development Agency, together with the housing and Communal Services Department, is actively working to attract funding from donor organizations.

According to Serhii Korenev, the idea of creating a revolving fund has already been successfully implemented in Voznesensk, and given the deficit budget for 2024, it was decided to consider this approach for Mykolaiv.

The revolving fund will be aimed at providing financial support to residents of multi-apartment buildings for the repair of roofs, sewage networks, water supply, heating and other needs. At the same time, it is planned that funds will be returned after the completion of repairs, allowing the fund to again allocate money for further support.

— The idea of creating a revolving fund is not new, moreover, it was successfully implemented in Voznesensk, and taking into account the situation we have for future periods, due to the fact that there will actually be a deficit budget for 2024, we were forced to turn today to discussion of this idea at the level of communities and donor organizations in order for this revolving fund to be able to provide financial assistance to residents of apartment buildings and to solve issues related to the repair of roofs, sewage networks, water supply, heating and the like, — said the vice-mayor.

Consultations are currently underway with organizations such as UNDP, USAID, DRC to determine the full amount of funding. It is expected that the revolving fund will start its activities as soon as the funds received from donor organizations are available on its balance sheet.

— The Mykolaiv Development Agency is currently dealing with the issue of attracting donor funds from international organizations, consulting with the Housing and Communal Services Department. It is assumed that this fund will need to be filled once with the funds of donor organizations, and only then will the money be returned after the residents have made repairs, and after that we will be able to allocate funds again. We do not have full approval yet, but we have consulted with UNDP, USAID, DRC. All documents regarding the activities of the revolving fund are currently being prepared. If we talk about the experience that was in Voznesensk, then the fund was not filled with more than 5-7 million hryvnias, if we talk about the experience of larger cities, then these are more significant funds. Speaking about Mykolaiv, these figures are about 60-70 million hryvnias, but in any case, everyone will understand where the fund will be filled from, because donors will decide whether to finance a certain object or not, — Serhii Korenev added.

It is noted that the applicant must provide the following package of documents:

  • An application in an arbitrary form to the Public Union for receiving repayable financial assistance within the scope of the provision;
  • Project decision/justification for the implementation of measures, within the framework of the list provided in the Regulations. A calendar plan for the execution of works/purchase of equipment and materials, estimates must be provided;
  • The decision of the general meeting of co-owners (for condominiums/apartments) or apartment owners (for management companies) regarding the consent to receive repayable financial assistance (minutes or extract from the minutes of general meetings);
  • A package of documents to determine the applicant's financial capacity.

We remind you that Mykolaiv is included in the list of participating cities of the state program «VidnovyDIM». As reported in the Energy Efficiency Center of Mykolaiv, from now on condominiums in our city can submit applications for reimbursement of costs for the restoration of buildings damaged as a result of the military aggression of the Russian Federation against Ukraine.
