A commission has been set up in Mykolaiv to procure accommodation for family-style children’s homes

The Executive Committee of Mykolaiv City Council has backed the creation of a special commission to draw up proposals for securing a grant from the state budget to provide housing for family-type children’s homes.

The relevant draft resolution was considered at a meeting of the Executive Committee on 8 July, according to NikVesti.

According to the document, the commission will assess the community’s need for state funding required to implement investment projects under the state programme to provide housing for large foster families and family-type children’s homes.

The commission is chaired by the mayor, Oleksandr Sienkevych. Its members also include representatives from the Children’s Services Department, the departments of finance, architecture, housing and communal services, economic development, labour and social protection, the capital construction department, the legal department, the social services centre and other executive bodies of the city council. With the commission’s consent, representatives of civil society organisations may join its work.

The draft resolution stipulates that the commission will determine the funding required to provide housing for family-type children’s homes, recommend residential properties for purchase, and approve their purchase or the carrying out of major repairs or reconstruction of municipally-owned housing.

In addition, its members will verify the documents required for the purchase of housing and inspect the houses or flats planned for acquisition using state subsidies.

As stated in the draft decision, the establishment of the commission is necessary to implement Resolution №717 of the Cabinet of Ministers of Ukraine dated 4 June 2026, which sets out the procedure for granting a subvention to local budgets in 2026 to provide housing for family-type children’s homes.

It should be recalled that a family-type children’s home is being built in Mykolaiv under a memorandum with Olena Zelenska’s Foundation. To connect all the utilities to the site, the Central District administration has reallocated 1.1 million hryvnias.

The memorandum itself, between the foundation, the city council and the district administration, was signed on 12 May 2025. The home will be built on a plot of 3,000 square metres.

It was also reported that 13 communities in the Mykolaiv region have foster families who help children in difficult life circumstances. Over the past year, 55 per cent of children in foster care have returned to their biological parents.
