The company «Pivdenbud» will be given another ₴44 million without a competition for the repair of a kindergarten in Kobleve

44 million hryvnias will be spent from the budget on the reconstruction of the «Sonechko» kindergarten in Kobleve. The work will be performed by the company «Pivdenbud Mykolaiv Ltd», which systematically wins tenders from Mykolaiv RMA.
This became known during the briefing of the department's management on Monday, October 16, «NikVesti» writes.
As you know, in 2021, the «Sonechko» kindergarten in Kobleve was overhauled under the «Major construction» project by the company «Pivdenbud Mykolaiv LTD». In general, it was planned to allocate 23 million hryvnias for the project, but due to a full-scale invasion, the work stopped. Then the contractor was paid only 18 million.
In September 2023, the Department of Architecture of the Mykolaiv Oblast once again announced a tender for the repair of the «Sonechko» kindergarten with an expected cost of 46 million 396 thousand hryvnias. However, the offer to repair the building came only from «Pivdenbud Mykolaiv Ltd» LLC in the amount of 44 million 77 thousand hryvnias.
And on October 9, a contract was signed with the contractor. The deadline for the works is specified until December 31, 2024. According to the publication «Nikcenter», prices for basic building materials are 1.5 times higher than market prices.
Svitlana Grigorieva, Acting Director of the Town Planning Department of the Mykolaiv Oblast, said that the Kobleve UTC had sent a request to the RMA to allocate funds for the repair of the kindergarten, because the previous works on the project had not been completed due to the war.
— The fact is that many IDPs are in Koblevo and this kindergarten is extremely important for children. Yes, in fact, this project was financed back in 2021 under the «Great Construction» project, but the war did not give us the opportunity to complete this object. The local self-government bodies corrected this project, included protective structures and those volumes of work that were not taken into account in the main project. This kindergarten is currently functioning, but during the construction period, children will be relocated from there. For these 44 million hryvnias, not only protective structures will be installed, but also the improvement of the territory. There you have to fulfill the requirements for heat treatment and inclusion. We expect to complete its repairs by 2024, she said.
In addition, the director of the architecture department said that she could not explain why the company «Pivdenbud Mykolaiv Ltd» repeatedly won tenders for the reconstruction of objects, while not having a single competitor at the auction.
— The department has an authorized person who deals with tenders. Unfortunately, I cannot answer the question of why «Pivdenbud Mykolaiv Ltd.» won the tender without competitors. This is not a question for me, but for competitors. There were no participants. All applicants have the opportunity to go to Prozorro and see what auctions the department is conducting, — said Svitlana Grigorieva.
It should be noted that this year, the contractor will receive almost 12 million hryvnias as part of the contract for the repair of the garden for: masonry work, construction of a fence, and installation of water supply, heating and ventilation.
Earlier, the department of urban planning, architecture, capital construction and support of development projects of Mykolaiv RMA, commenting on the investigation of the publication «Our Money» regarding the overpayment for the reconstruction of the water main, stated that the prices specified in the tender correspond to reality.
The investigation refers in particular to tenders for the replacement of water mains along Bohoyavlenskyy Avenue, Molodizhna Street, Tsentralny Avenue (to 3 Slobidska and to Mala Morska ), Novozavodska Street and Myru Avenue, Heroes of Ukraine Avenue, Sadova Street and Naberezhna Street, as well as Sadova Street separately.
Most of the funds will be spent on water pipes. Their prices are 2-3 times higher than the market prices, according to Yurii Nikolov, a journalist of «Our Money».
