The City Hall of Mykolaiv predicts that the revenues of the city budget next year will amount to 4.8 billion hryvnias.
Vira Sviatelyk told the finance department of the Mykolaiv City Council about this on Tuesday, November 28, during the session of the Mykolaiv City Council, NikVesti reports.
According to the official, the total amount of the projected budget for next year is 4 billion 800 million hryvnias. Of this amount, about a billion hryvnias are made up of two subventions — 200 million hryvnias will be directed to the development of infrastructure for the housing and communal services department, and 800 million hryvnias to education.
«Based on the available data, the budget for the next period is 4 billion 800 million hryvnias, in particular, approximately one billion hryvnias is allocated to two subventions — 200 million for the development of infrastructure, which will be directed to the housing and communal services department, and about 800 million hryvnias is educational subvention funds. Thus, the funds directly for the local budget amount to 3.8 billion hryvnias,» she said.
It is worth noting that previously the head of Mykolayiv RMA Vitalii Kim stated that the budget of the region in 2024 will return to the level of 2021.
We will remind that in 2021 the revenues of the budget of Mykolaiv were determined in the amount of 4 billion 287 million 862 thousand 765 hryvnias.
Vira Sviatelyk noted that this year the city council plans to invite deputies and the public to budget hearings, which will be held online.
«At the moment, the maximum amount of expenses has already been determined for all the main managers of funds, and we expect them to submit budget requests to the finance department by November 30. After that, we will start working with the deputies of the city council on the formation of the budget for the next year,» the official added.
The deputy of the Mykolaiv City Council, Olena Kiseliova, asked whether there is a plan to reduce executive bodies in the City Council in connection with the decrease in funding, but Vira Sviatelyk replied that she could not give a definite answer at the moment.
As you know, within the framework of the law «On the State Budget for 2024», the Cabinet of Ministers plans to direct all revenues from the personal income tax of military personnel, 64% of which currently remain in local budgets, to the state budget. The Association of Cities of Ukraine believes that these funds will most likely be dissolved in the state budget, as well as 36% of the current personal income tax, which is administered by the Ministry of Finance. We are talking about 25.8 billion hryvnias this year and 93.7 billion hryvnias next year, Prime Minister Denys Shmyhal specified the day before.
The budget of Mykolaiv will thus lose 2.7 billion hryvnias, the mayor of the city Oleksandr Sienkevych said. This year, the city's budget will lack about 740 million hryvnias.
The Verkhovna Rada of Ukraine can allocate over 517 million hryvnias to the communities of the Mykolaiv region to compensate for the loss of personal income tax from military income.
