The auditors reported violations in procurement for the restoration of damaged objects in the Mykolaiv region

In the Mykolayiv region, as part of the fund for liquidation of the consequences of armed aggression, 789 million hryvnias were allocated from the state budget for the reconstruction of 16 objects damaged by shelling. During the inspections, the State Audit Service found a number of violations in tender purchases for some of them.

Denys Yakovliev, head of the Southern Office of the State Audit Service in the Mykolaiv region, announced this at a briefing, NikVesti writes.

«Funds have been distributed among 16 objects, and procurement procedures have already been carried out for all of them, and winners have been determined. Out of these 16 tenders, we have already reported on two procurements for Bashtanka multidisciplinary hospital. These auctions were held without violations. Out of 16, 3 have not yet been checked, the rest have been monitored. All kinds of violations were found,» said Denys Yakovliev.

According to the auditors, if the detected violations are not eliminated, the culprits will bear administrative responsibility. Currently, the State Audit Service collects personal data of those involved in procurement for the further preparation of administrative protocols.

«We also informed the law enforcement agencies. That is, we have done everything provided for in the article on public procurement. The procurement procedures for two educational institutions and the psychological department of the KMP «Mykolaiv Regional Center of Psychological Health» remained unverified,» Denys Yakovliev reported.

The objects that will be restored at the expense of the fund for liquidation of the consequences of Russian aggression include, in particular:

Lyceum №60 in Varvarivka

One of the 16 projects is the capital construction of the Mykolaiv Lyceum №60 of the Mykolaiv City Council.

As previously reported by NikVesti, the Department of Town Planning, Architecture, Capital Construction, Development Project Support of the Mykolaiv Oblast announced a tender for the new construction of the destroyed Lyceum №60 building in Varvarivka.

We will remind that in July, the city planning department signed a contract with the limited liability company «Concord Project» for the construction project of Lyceum No. 60 in the amount of 1 million 490 thousand hryvnias.

The educational institution was destroyed in July 2022. As a result of the attack, one of the buildings of the lyceum was destroyed, and the playground nearby was also damaged.

As reported, they want to rebuild Lyceum №60 for 200 million hryvnias by the end of 2028. This amount is indicated in the capital expenditures of the Mykolaiv budget.

It should be noted that the educational institution was the first object of the city program «Warm House». After renovation, it was opened in the fall of 2018. Note that the Russian Federation launched a missile attack on another building of the institution.

KNP Bashtanka Multidisciplinary Hospital

From the fund for liquidation of the consequences of Russian aggression, funds were allocated for capital reconstruction of the building of the psychoneurological department and reconstruction of the polyclinic of the KNP Bashtanka Multidisciplinary Hospital of the Bashtanka City Council.

Thus, the department of urban planning, architecture, capital construction and support of development projects of the Mykolayiv RMA announced a tender for the reconstruction of the building of the medical building of the Bashtan multidisciplinary hospital. The works were estimated at 139 million 733 thousand 800 hryvnias.

A tender for the reconstruction of the hospital polyclinic was also announced.

We will remind you that the Bashtanka multidisciplinary hospital came under rocket fire on April 19, 2022. As a result of the attack, the polyclinic building was damaged, and two departments of the hospital were partially damaged.

Earlier, a tender was announced for the repair of the roof of one of the hospital buildings.

It was also reported that, thanks to cooperation with the German Society for International Cooperation (GSC) , the surgical department of the multidisciplinary hospital in Bashtanka has been restored.

Mykolaiv Lyceum №2

Funds for the liquidation of the consequences of Russian aggression were also allocated for the restoration of the historical building of Lyceum №2 in Mykolaiv.

Thus, the department of town planning, architecture, capital construction and support of development projects of Mykolayiv RMA announced a tender for restoration. The works were estimated at 153 million hryvnias.

Later, the publication «Nashi Hroshi» analyzed the tender for the restoration of the Mykolaiv Gymnasium №2 and stated that the prices in the estimate were overstated.

We would like to remind that the restoration project of the historical building of Lyceum No. 2 for 1 million 498 thousand 63 hryvnias was carried out by «Autograf-N» LLC, which has been operating in Mykolaiv since 2007. Nina Sterpul is the founder and head of the company.

It should be noted that she is a relative of the co-owner of the construction company «Zhytloprombud-8» Hryhorii Sterpul, who repaired the Mykolaiv airport for 40 million hryvnias without a tender.

In June 2020, it became known that the Supreme Court of Ukraine rejected the lawsuit of the construction company «Zhytloprombud-8» with a request to recover 39.8 million hryvnias for the reconstruction of the airport building.

In 2017, «Autograf-N» conducted an examination of the gymnasium building, after which it was recognized as emergency.

The second examination, conducted in 2021, showed that the gymnasium building, which until then was considered to be in a state of emergency, is not. Some roof overlaps were recognized as emergency.

When it turned out that only part of the roof was damaged, and there was no threat to the educational process, the library and museum were «moved out» from the wing of the gymnasium. Current repairs were carried out in the building.

Mykolaiv Lyceum №51

Mykolaiv Lyceum №51 was also included in the list of objects to be restored at the expense of the Fund for Liquidation of the Consequences of Russian Aggression.

The deputy mayor of Mykolaiv Anatolii Petrov reported that the construction project of Mykolaiv Lyceum №51 will be developed by the summer of 2024.

Thus, in the new lyceum №51, they plan to build three buildings for primary, secondary and senior levels of education. Construction of bomb shelters and playgrounds is also planned.

7.7 million hryvnias are planned to be spent on the development of design and estimate documentation for the reconstruction of the Mykolaiv Lyceum №51, which was destroyed during the Russian shelling.

Subsequently, the tender for the development of design and estimate documentation was canceled, instead, another one was announced for the same amount.
