Tax increase: Shmyhal says that by 2025, the state will receive an additional ₴8 billion

Prime Minister Denys Shmyhal announced that thanks to the adopted changes to the Tax Code, the state will receive additional funds that will be used to finance the salaries of the Ukrainian military. We are talking about 8 billion hryvnias.

He wrote about this in his Telegram channel.

«All these revenues will go exclusively to ensure payments to our defenders. «Ukraine uses internal financial resources to support its soldiers,» said Denys Shmyhal.

The Ministry of Finance added that the changes were introduced to balance the budget, in particular with the aim of strengthening the financing of defense needs.

In 2025, nearly 2.23 trillion hryvnias are earmarked for defense and security, which is 47.6 billion hryvnias more than in 2024, and is 26.3% of GDP.

  • 1.16 trillion hryvnias have been earmarked for the payment of military personnel — 10 billion hryvnias more than this year.
  • Expenditures on armaments and equipment will increase by 34.1 billion hryvnias and amount to 739 billion hryvnias, which will allow purchasing modern equipment and updating equipment.
  • Financing of the Ministry of Strategy and Industry will increase to 55.1 billion hryvnias (+15.3 billion hryvnias) for the modernization of the defense industry.
  • 46.9 billion hryvnias have been allocated for the purchase of drones, which is 3.6 billion hryvnias more than in 2024.

According to the calculations of the Ministry of Finance, in 2024 changes to the Tax Code will bring 21.6 billion hryvnias of fiscal effect: 21.5 billion hryvnias will go to the state budget, 0.1 billion hryvnias to local budgets.

In 2025, the projected revenue is 141.1 billion hryvnias, of which 133 billion hryvnias will go to the state budget and 8.1 billion hryvnias to local budgets.
