In Mykolaiv, a company is being fined ₴2 million for failing to complete the roofing work at Lyceum №38

The work was not completed on time, and the prosecutor’s office is demanding that a fine and damages be recovered from the contractor, reports NikVesti.
According to the Mykolaiv District Prosecutor’s Office, the case concerns the renovation of the basement at Lyceum №38 named after Volodymyr Chaika, where a shelter was to be installed.
It should be noted that the contractor, Master Bud-Montazh LLC, which was registered in Mykolaiv in 2020, with director Dmytro Chepak, has a registered capital of two thousand hryvnias.
It was this company that won the tender for the reconstruction of the shelter at the lyceum — it was the sole bidder and offered to carry out the work for 19.9 million hryvnias, with an estimated cost of 20.9 million hryvnias. The contract was signed in June 2024, and the contractor received 11.5 million hryvnias.
However, according to the investigation, a number of violations were discovered during the execution of the works. In particular, part of the works may have been carried out with inflated volumes and costs; total losses are estimated at over 2.8 million hryvnias, and overpayments for technical supervision were recorded separately.
Furthermore, the contractor was due to complete the works by February 2025. The prosecutor’s office notes that the Capital Construction Department of Mykolaiv City Council had every right to demand the imposition of penalties on the contractor for breach of contract, but failed to do so.
«The parties also agreed on the amount of penalties for late fulfilment of obligations. However, the contractor failed to fulfil its obligations within the agreed timeframe, and through four additional agreements, the construction period for the shelter was unlawfully extended by more than 10 months, resulting in the protective structure being unready and unusable at present,» the prosecutor’s office stated.
On 16 March, the Commercial Court of Mykolaiv Region, acting on a request from the prosecutor’s office to secure the claim, froze the accounts of the company «Master Bud-Montazh» in the amount of the claim — 2 million 30 thousand hryvnias.
Furthermore, according to information from NikVesti, the investigation is examining other incidents involving the aforementioned company. According to the court register, the investigative department of Police Station No. 1 of the Main Directorate of the National Police in the Mykolaiv region is handling a criminal case dated 8 August 2025 on the grounds of a criminal offence under Part 4 of Article 191 of the Criminal Code of Ukraine (misappropriation, embezzlement or acquisition of property through abuse of official position). As part of this investigation, the authorities are examining two incidents: the renovation of the shelter at Lyceum №38, and the renovation of the dormitory building of the Mykolaiv Vocational College of Physical Culture, a municipal institution of pre-higher vocational education.
It should be noted that the Antimonopoly Committee of Ukraine has initiated proceedings regarding a possible collusion between two companies during their participation in a tender for the renovation of a lyceum in Pivdennoukrainsk in 2024. The companies in question are linked to Oleksandr Kukuruza, a member of the Mykolaiv Regional Council and head of the Voznesensk District State Administration: «Hospodar-2» LLC and «Persha Ukrainska Budivelna» LLC.
