What the leaders of the factions in the Mykolaiv Regional Council declared for 2025

Photo: Regional Council, 2025The leaders of the factions and deputy groups of the Mykolaiv Regional Council have published their declarations for 2025. Among the assets declared are houses, flats, cars, dozens of plots of land, agricultural businesses and incomes running into millions.
NikVesti analysed the declarations of the leaders of the «Servant of the People» and «For the Future» factions, and the «Alternative» and «Proposal» deputy groups.
Oleksandr Plitkin
Oleksandr Plitkin, head of the «For the Future» faction in the Mykolaiv Regional Council, who also heads the regional children’s hospital, listed two flats, a car, and income from his salary and pension in his 2025 declaration.
According to the document, he owns flats measuring 61.5 m² and 43.4 m². Both were purchased in 2010–2011. The declaration also states that his wife, Iryna Plitkina, who works as a doctor in Mykolaiv, has owned a residential property measuring 227.6 m² since 2006.
In terms of transport, the councillor owns a 2006 KIA Cerato saloon car.
From his main place of work at the Mykolaiv Regional Children’s Clinical Hospital, a public non-profit organisation under the regional council, Plitkin received 843,481 hryvnias in salary. This amounts to an average of around 70,200 hryvnias per month. In addition, he declared 208,100 hryvnias in pension payments.
His wife received 240,693 hryvnias in salary from Zdravo Clinic on Chkalov Street LLC and 214,684 hryvnias in pension (approximately 17,890 hryvnias per month). It should be noted that the politician’s daughter, Anastasiia Plitkina, according to YouControl, is the director and co-owner of the aforementioned clinic.
Compared to the 2024 declaration, Oleksandr Plitkin’s assets have not changed: the same two flats, his wife’s house and a car.
At the same time, Oleksandr Plitkin’s salary has increased by 111,900 hryvnias compared to 2024.
No cash savings, corporate rights or other assets are listed in the MP’s declaration.
Vitalii Porhun
Vitalii Porhun, head of the ‘Servant of the People’ faction in the Mykolaiv Regional Council, listed a house, plots of land, a garage, three vehicles and cash savings in foreign currency in his 2025 declaration.
According to the declaration, the deputy owns a plot of land measuring 1,008 m², which he acquired in December 2024. He also jointly owns with his wife a residential house measuring 64.1 m² and a garage measuring 19 m², purchased in August 2024 for 15,000 hryvnias.
In addition, the MP has declared another plot of land measuring 534 m², whilst his wife owns a plot measuring 1,055 m².
The declaration lists the following vehicles: a Yamaha FZN 250 motorcycle (2022), a Toyota Land Cruiser Prado 150 (2023) worth 2.2 million hryvnias, and a VAZ 21214 (2002). All vehicles are listed as jointly owned by the couple.
In 2025, Vitalii Porhun received 741,348 hryvnias in salary from the state institution «Derzhhidrohrafia». On average, this amounts to approximately 61,779 hryvnias per month. He also declared 2,138,700 hryvnias in income as an entrepreneur, which amounts to an average of approximately 178,225 hryvnias per month. Separately, he received 52,724 hryvnias in salary from the National University of Shipbuilding and additional benefits from the bank and trade union amounting to 2,902 and 16,708 hryvnias respectively.
His wife declared 389,137 hryvnias in salary from the Pervomaisk District Council, which averages around 32,428 hryvnias per month.
The declaration also lists the couple’s cash savings: 26,500 US dollars, 17,000 euros and 260,000 hryvnias.
Andrii Fatianov
Andrii Fatianov, a member of the Mykolaiv Regional Council who heads the ‘For Life and Ukraine’ parliamentary group, has declared property, vehicles, a solar power station, foreign currency and income from business activities.
In the document, he listed a flat with an area of 71.3 m², a house with an area of 210.3 m², and a flat with an area of 47.4 m² worth over 2.6 million hryvnias. In addition, he declared a 990 m² plot of land, another plot owned by his wife, and a 21.3 m² garage.
In 2025, the family acquired a 20 kW solar power station with batteries, worth 478,000 hryvnias.
In terms of transport, Andriy Fatyanov declared two cars: a Lexus NX-350H (2022) worth 2.3 million hryvnias, and a Jeep Compass (2015).
In 2025, the councillor received over 1.23 million hryvnias in salary as director of LLC «Ocean Metal Structures Plant» (that is 102,500 hryvnias per month) and a further 20,200 hryvnias as salary for the technical director at LLC «Ocean Shipbuilding Plant».
In addition, Andrii Fatianov declared $146,000 and 80,000 hryvnias in cash. His wife holds a further 410,000 hryvnias and $273,000.
In his 2024 declaration, he stated that he had transferred 1.1 million hryvnias in cash to Oleksandr Tsukanov, head of the Korabelnyi District Administration. This information is no longer included in the 2025 declaration — instead, a different figure is stated: 650,000 UAH lent to a third party, without specifying a name.
Furthermore, in his 2025 declaration, Andrii Fatianov stated that he had 2.1 million hryvnias, which he had transferred as a loan via the limited liability company «Ocean Metal Structures Plant».
Nadiia Ivanova
Nadiia Ivanova, Chair of the «Alternative» parliamentary group, declared large holdings of land, property, an agricultural business, a fleet of vehicles and income from business activities.
She owns two non-residential premises measuring 815 and 430 square metres, purchased in 2000 and 2005. The declaration also lists two residential properties — measuring 52 and 236 square metres. The MP became the owner of the latter property in 2025.
Nadiia Ivanova has declared 51 plots of land with a total area of approximately 154.6 hectares, most of which were acquired in 2023 during the most active expansion of her land portfolio. In 2025, she purchased a further 8 plots with a total area of approximately 156,700 m².
Her vehicle fleet includes KAMAZ, MAZ, DAF, MAN and ZIL lorries, as well as Volkswagen Passat, Volkswagen Touareg, VAZ, UAZ and GAZ cars, along with numerous trailers and semi-trailers.
She also holds corporate rights in Zolotyi Kolos LLC, Zolotyi Kolos Trading House, Yug Agro-Pride, Sozvezdiie Raka, Agroevroinvest and Kvituche Pole.
Over the course of the year, the councillor received over 1.5 million hryvnias in salary from Zolotyi Kolos LLC and over 1.6 million hryvnias in income from business activities. She also declared income from property rentals.
Nadiia Ivanova holds 350,000 hryvnias and 11,000 US dollars in cash, with a further 21,000 hryvnias held in bank accounts.
Andrii Volkov
Andrii Volkov, head of the «Propozytsiia» faction, declared an income of 1.2 million hryvnias, which amounts to over 100,000 hryvnias per month. He owns a 75-square-metre flat in Mykolaiv, purchased in 1995. His wife owns a 76.9-square-metre flat in Kyiv, purchased in 2019.
The family also uses a 396.6-square-metre residential building in Mykolaiv, which belongs to a third party, and a 1,000-square-metre plot of land.
In terms of vehicles, a 2017 Toyota Camry owned by his wife has been declared.
His wife’s additional income amounts to over 200,000 hryvnias from social benefits, allowances and business activities.
Cash assets include 50,000 US dollars owned by his wife and 9,000 euros owned by the official himself.
