Nine vessels worth over ₴150 million — an impounded fleet is being sold in the Odesa region

Nine vessels, some of which have been damaged by drones, have been put up for sale in Izmail, Odesa region. The starting price for the entire lot is over 150 million hryvnias.

This is stated in an announcement on the «Prozorro.Sales» system, according to NikVesti.

The lot comprises eight dry cargo ships and one tanker for transporting petroleum products. The vessels were built between 1970 and 1988 and range in length from 108 to 132 metres.

These include:

• RONDO, built in 1983 — flying the Russian flag, has not been in service for a long time and requires comprehensive repairs;
• SVIR, built in 1977 — flying the Russian flag. Following a strike by a UAV, it has a hole in the hold through which water is entering. Two engines are partially flooded, the radio room is damaged, and the vessel is aground;
• AVANGARD, built in 1982 — flying the Palau flag; has been out of service for a long time and requires comprehensive repairs;
• VOLGOBALT-225, built in 1980 — flying the Palau flag. The radio room windows were damaged after being struck by a UAV;
• VOLGOBALT-193, built in 1976 — flying the Comoros flag, has been out of service for a long time and requires repairs;
• VOLGOBALT-244, built in 1970 — flying the Palau flag. A hole was punched in the hold after being struck by a UAV; water is being pumped out continuously;
• OMSKYI-6, built in 1975 — flying the Russian flag; has not been in service for a long time and requires repairs;
• NAVIGER-2, built in 1976 — a tanker for transporting petroleum products, flying the Russian flag. It has a hole in the hull following a strike by a UAV, and water is being continuously pumped out;
• OMSKYI-132, built in 1988 — flying the Palau flag. The engine room is partially flooded, and prolonged inactivity without preservation could lead to the vessel becoming unseaworthy.

The auction will take place on 8 October at 11:55 as a three-round English auction. The deadline for submitting bids is 7 October at 20:00.

The starting price for the lot is 151.6 million hryvnias excluding VAT. The minimum bid increment is 1.5 million hryvnias, and the deposit is over 15 million hryvnias.

In addition to the cost of the lot, the successful bidder must pay over 58 million hryvnias in customs duties. There may also be additional costs associated with the repair of the vessels, their safe maintenance, mooring and berthing.

How the three-round English auction works. Before the auction begins, participants submit sealed bids. Participants cannot see each other’s bids. An electronic system determines the order in which they bid: the participant with the lowest initial bid goes first, and the one who submitted the highest bid goes last. This is followed by three rounds, each lasting three minutes. Participants may increase their bids. Once the auction has concluded, information about the participants and their bids is disclosed.

The lot falls under the category «ARMA Seized Assets». This refers to property, property rights and other rights that have been seized as part of criminal or civil proceedings and which fall within the scope of the ARMA Act. Such assets may include vehicles, equipment, unfinished construction projects and vessels.

It was previously reported that the President of Ukraine, Volodymyr Zelenskyy, had signed decrees enacting the National Security and Defence Council’s decisions on new sanctions packages. In particular, he imposed sanctions against 225 captains of the Russian shadow fleet.
