On the Mykolaiv embankment, the police suspended the construction of the sports arena and seized the equipment

In Mykolaiv, the police opened criminal proceedings against the «Mykolaiv Parks» KP for unauthorized construction on Fleet Boulevard. All equipment will be removed and evacuated to the penalty area.

We will remind that CP Mykolaiv Parks started the construction of a sports ground on the embankment of the city. The State Environmental Inspection of the South-Western District stated that the CP does not have the appropriate permits for construction work.

Yana Maiboroda, the first deputy of the State Environmental Inspection of the South-West District, noted that the two trees that were demolished were young and healthy. Also, according to her, the CP had acts for the demolition of trees, but the documents referred to other trees and in a different location.

«We say, yes, these are other trees. They say: «Well, these are young trees, they just haven't taken root.» But how did you get used to it? The trunk shows that it was still alive. This is a nature reserve fund, the damage caused is calculated tenfold.» When the police arrived, she (the head of the horticulture department of Mykolaiv Parks, Tetiana Skibitska, note) already said that the tree had accidentally fallen due to the wind,» — said the specialist.

The ecologist notes that Flotskyi Boulevard is part of the Nature Reserve Fund of Ukraine, so without permits from Mykolayiv OVA, communal workers had no right to start construction.

«No documents have been provided, the project has not been provided, the agreed project has not been provided. This is a nature reserve fund, you can't build in this way... We filed a crime report. The police must open criminal proceedings within 24 hours. We have prepared an application to the SBI for the officials who are the customers of this facility,» — she says.

Yana Maiboroda notes that the eco-inspection was given «just a piece of paper», and not a project that should be stitched with seals and signatures. She also notes that utility workers removed 30.39 centimeters of fertile soil.

In turn, the director of CP «Mykolaiv Parks» Dmytro Chuchmai stated that the environmental inspection interferes in their economic activities and they are simply engaged in the improvement of the territory, not construction.

«We should not coordinate anything in the regional administration. The square is on the balance sheet of our company. We don't do any construction work, it's landscaping,» — he says.

According to the head of the CP, about 3 million hryvnias were allocated from the city budget for the construction of the sports ground. The work was planned to be finished by the end of November.

In addition, the head of the department of horticulture and park management of CP Mykolaiv Parks Tetiana Skibitska also said that the employees of the KP themselves are engaged in the arrangement of the sports ground with their own equipment.

«The Department of Housing and Urban Development handed over constructions for the placement of a sports ground, which we had to place here so that people could play sports. We wanted to come and just dig in here. However, realizing that the simulators must have fortifications, we developed a small project so that it would be possible to preserve all the green areas, carry out landscaping, and make lighting. And then install simulators so that we don't end up like in «Kazka», — she assures.

According to her, no one planned to demolish the trees, but they «broke because of the strong wind».

«The trees had closed crowns and this prevented them from developing. Maybe that's why they broke from the wind. We have unpredictable where trees can fall. They were broken, they were removed because they interfered with work,» — says Tetiana Skibitska.

Also, according to her, the fertile soil was not thrown away, but simply moved to the «Victory» park so that it could be used in the future.

Police representatives arrived at the scene and documented the violation under Article 197-1 of the Code of Criminal Procedure «Arbitrary occupation of land and unauthorized construction». All equipment is being evacuated to the penalty area of the Mykolaiv Oblast GDNP.

We would like to remind you that from January to September 2023, the municipal enterprise Mykolaiv Parks spent 14.9 million hryvnias on the maintenance of public facilities.

It was previously reported that the Mykolaiv Parks utility company intends to purchase 511 tree saplings and 16,420 bushes for 7,726,475 hryvnias. After that, the mayor of Mykolaiv, Oleksandr Sienkevych , asked the townspeople whether it is worth buying seedlings.

Later, at the budget commission, Oleksandr Sienkevych proposed that 7 million hryvnias be used for the purchase of pickup trucks for the military, with which they plan to plant new trees and bushes in the city.
