The Social Protection Committee of the Mykolaiv City Council has requested information from the Anti-Corruption Department regarding inspections of the «Atlant» and «Olymp» schools

The Mykolaiv City Council’s Deputy Commission on Health and Social Protection has backed a decision to update the statutes of the Atlant and Olymp children’s and youth sports schools. Furthermore, the deputies decided to contact the Department of Internal Financial Control to obtain information regarding inspections already carried out at these schools.

The decision was adopted at a committee meeting on 25 March, reports NikVesti.

As is known, on 17 March, during a joint meeting of three standing committees of the city council — on housing and communal services, human rights and the rule of law, and health, education, culture and sport — the issue of dividing the territories of the ‘Atlant’ and ‘Olymp’ sports schools was discussed, with a proposal to allocate part of the land for a private yacht marina.

The discussion lasted almost three hours, but in the end, the committee failed to reach a quorum. At the meeting, the committees decided to draft regulations on the provision of paid services, taking into account the reimbursement structure, and to entrust oversight to the relevant deputy, Anatoliy Petrov. The deadline for completion is one month.

«We discussed the operation and future use of the Atlant and Olymp school car parks, which are owned by the Mykolaiv local authority. A joint hearing on this matter was held during the meetings of two committees; although three were officially scheduled to attend, the quorum was effectively made up of two. We listened to all the information provided and adopted recommendations regarding the provision of additional details and the conduct of inspections. I propose we vote on the resolution prepared by this committee. Firstly, we planned to approach the relevant authorities regarding the inspection of the activities of children’s and youth sports schools in terms of compliance with legislation. However, in my opinion, this issue has not been fully addressed, so I propose we discuss whether the first point should be included in the resolution of this meeting, or please share your views,» said Hanna Nord, Chair of the Health Committee.

In particular, the councillors decided to approach the Department of Internal Financial Control, Supervision and Anti-Corruption with a request to provide information on the inspections carried out at Atlanta and Olymp. This concerns data on the owners of private vessels, outstanding debts owed to sports schools, and the measures taken to recover them.

«This concerns reviewing the need to amend the statutes of the Children’s and Youth Sports Schools, i.e. our children’s and youth sports schools, with a view to updating them in accordance with current legislation. It also provides for the drafting of regulations on paid services, which must include a list of services, the cost of granting storage rights, and the procedure for using the property,» added Hanna Nord.

At the same time, it was decided to refine the first point of the resolution, which provided for an appeal to the competent authorities regarding the inspection of sports schools’ activities, and to table it for the next meeting.

Following the vote, councillors unanimously supported the proposed decisions. Responsibility for monitoring their implementation has been assigned to Deputy Mayor Anatolii Petrov and the relevant committees.

Inspections and division of the territories of the Atlant and Olymp schools

It should be recalled that in Mykolaiv, the issue of dividing the territories of the Atlant and Olymp sports schools has been revisited, as part of their land is planned to be allocated for a private yacht mooring. In 2022, the law on inland waterway transport came into force, which clearly distinguished between mooring bases and mooring bases for small vessels.

In 2024, the city was advised to bring both complexes into line with the legislation, and a working group was set up involving the authorities, athletes and school management. The first group analysed the operations of the Atlant school, which uses the site of the former yacht club of the 61st Communist Factory. The second is reviewing the activities of the Olymp school in the Korabelnyi district — its work is still ongoing.

During the inspections, issues were identified regarding hydraulic structures, the management of municipal property, the transparency of tariffs, and the collection of fees for mooring vessels. At the time, Artem Vashchilenko, chair of the expert and public council, noted that the children’s schools had no right whatsoever to engage in vessel mooring, and that funds were being collected in a non-transparent manner.

The mayor and councillors emphasised that the schools’ primary task is to train children. Commercial activities must be separated and comply with the law. The committee agreed to revisit the issue with an expanded panel, involving other committees, school management, the relevant department, and the deputy mayor.

If the session’s decision is adopted, the territories of the Atlant and Olymp schools will be demarcated: the schools will focus on coaching activities, whilst the municipal enterprise Timeset will be responsible for maintaining the moorings and collecting fees for the berthing and storage of vessels.

It later emerged that some of the mooring facilities for small and recreational vessels in Mykolaiv may not open this season, meaning that vessels may not be able to take to the water.

During a staff meeting chaired by the mayor on 2 March, Valerii Vetrov, a representative of the Expert and Public Council of the City Executive Committee, stated that there were about two months left until the start of the season, after which state inspectors would inspect the sports schools’ bases. If the documents or operating conditions do not meet legal requirements, they may not be allowed to open.
