A family-style children’s home is being built in Mykolaiv under a memorandum with Olena Zelenska’s foundation. To connect all utilities to the site, the Central District administration has reallocated 1.1 million hryvnias.

The decision was adopted by the executive committee on 13 May, according to NikVesti.

The executive committee reallocated 1.1 million hryvnias within the Central District administration’s budget.

«This reallocation is necessary to ensure funding for connecting utility networks to the family-type children’s home, which is being built jointly by Olena Zelenska’s Foundation and Mykolaiv City Council in the Raketne Urochysche neighbourhood. At the session, we made changes to the relevant programme and are now transferring funds for these expenses within the framework of our allocated funds,» said Oleksandr Bereza, head of the Central District administration .

In a comment to NikVesti, Oleksandr Bereza clarified that the reallocated funds will go towards projects and the payment of works to connect utilities to the building.

«Under the terms of the memorandum, the fund is building the house, and the city is connecting the utilities: water, gas, sewerage and electricity. And in order to commission these projects and pay for this work, we made changes to the programme during the session, because the programme previously only included the Executive Committee’s Department for Children’s Affairs. We added the Central District Administration to the programme during the session, and have now transferred funds to this budget line to pay for this work,» added the head of the administration.

As a reminder, the memorandum between the foundation, the city council and the district administration was signed back on 12 May 2025. The building will be constructed on a 3,000-square-metre plot.

It was also reported that 13 communities in the Mykolaiv region have foster families who help children in difficult life circumstances. Over the past year, 55% of children returned to their biological parents after being in foster care.
