The Mykolaiv Regional Guard terminated its contract for the maintenance of official vehicles

The municipal enterprise Mykolaiv Regional Guard announced a tender for the maintenance and repair of 23 service vehicles. The estimated cost was 1.4 million hryvnias. The company with which the contract was to be signed reduced its bid by almost 45 per cent. However, following a review of the tender documentation by the audit service, the contract was cancelled.

This is evidenced by data in the Prozorro public procurement system.

The tender was announced back in early March, and the services were due to be commissioned by 31 December. The cost of the work was estimated at 1.4 million hryvnias. It was to be funded from the local budget.

The technical specifications set out conditions for contractors, in particular: service centres must be located within Mykolaiv; they must have equipment for diagnosing and programming vehicle electronic systems, for emergency engine start-up and for battery charging; diagnostic equipment, a paint booth, a recovery vehicle and a generator.

The following services were requested: checking and replacing oil, filters, the braking system, electrical system and suspension; computerised vehicle diagnostics; repairs to various systems, as well as bodywork, glass and tyre fitting; and washing and interior dry-cleaning.

Five companies submitted tenders. All of them reduced their initial bids:

• AutoGrand Mykolaiv LLC — from 1.06 million to 649,999 thousand;
• Ivan Valeriiovych Vodovozov Sole Trader — from 1.1 million to 650,000 hryvnias;
• Legion Auto Ltd — from 1.13 million to 730 thousand hryvnias;
• Trak Original Ltd — from 1.15 million to 770 thousand hryvnias;
• Sole Trader Viktor Viktorovych Khazhanets — from 1.28 million to 1.06 million hryvnias.

The regional police were set to sign a contract with «Avtogrand Mykolaiv» for 649,999 hryvnias. The price was described as abnormally low, but the most economically advantageous and lower than those submitted by other bidders. A requirement was also put forward for the company to provide a certificate confirming the necessary quantity of spare parts and materials and to confirm that the parts would be new and original, or their equivalents.

However, on 1 June, the Southern Office of the State Audit Service in Mykolaiv region launched an audit.

The regional commission’s report states that, when drafting the tender documentation and annexes, errors were made in the technical requirements for the procurement of services. Consequently, the tender was cancelled in June.

As a reminder, the municipal enterprise «Mykolaivvodokanal» announced a tender for the services of debt collection agencies to work with debtors. The estimated cost of the work is 1.24 million hryvnias. The aim is to recover over 6 million hryvnias in debts.
