Capital Construction Depatrment has signed another contract worth ₴6 million for the major refurbishment of the shelter at Mykolaiv Hospital №1, due to additional work

The Capital Construction Department of Mykolaiv City Council has signed another contract with a contractor for the major refurbishment of the shelter at City Hospital №1. Additional work was identified there. The cost of this work has been estimated at 6.14 million hryvnias.

This is according to data from the Prozorro public procurement system .

Several tenders have already been announced for the repair of the shelter at the hospital. In July 2024, the Mykolaiv City Council’s municipal enterprise «Zakhyst» held a tender for the routine repair and refurbishment of the shelter at City Hospital №1. A contract was signed with the contractor Ruslan Voloshyn for 2.15 million hryvnias. The work was to be completed by 31 October 2024.

The scope of works included: laying concrete screeds, painting the floors and walls, fitting doors, installing sanitary ware, heaters and shower trays, laying internal water supply and drainage systems, electrical wiring, and installing ventilation.

On 20 February 2025, the Capital Construction Department signed a contract with Zhytlorembud-Nika LLC for the major refurbishment of the shelter at City Hospital №1, worth 12.29 million hryvnias. The contract will run from 20 February 2025 to 31 December 2026.

However, the deadline for completion of the works is stated as 1 February 2026.

On 25 June 2026, UKB entered into another contract with Zhytlorembud-Nika LLC for 6.14 million hryvnias. The contract was signed directly with the contractor without a tender. The justification given was that the project documentation had been amended and additional works had been identified. These were commissioned from the same contractor.

«The possibility and conditions for carrying out such additional works or providing services may be provided for in the main procurement contract concluded following the procurement procedure. The procurement of additional works or services from the same contractor may be carried out within three years of the conclusion of the procurement contract, provided that the total cost of such works or services does not exceed 50 per cent of the price of the main contract,» the justification states.

The additional works are to be commissioned by 31 December 2027. They will be funded from the local budget.

According to the expert report dated 22 December 2025, the shelter is designed to accommodate 107 people: 15 bedridden patients who can be transported, 60 seated patients, 2 people in wheelchairs and 30 members of support staff.

It is also stated that an inspection of the shelter was carried out, including work carried out under the 2015 project and the 2024 amendments. However, it is noted that some of the work no longer complies with standards.

«In accordance with the 2015 major refurbishment project, the following work has already been partially carried out in the protective structure: all construction work relating to the reorganisation of the premises, which no longer meets the requirements, has been completed; the premises have been partially fitted out and doors installed; waterproofing of the walls and floors has been carried out; a ventilation system has been installed that does not comply with State building requirements (DBN); electrical equipment and lighting have been partially installed», the expert report states.

Under the 2024 amendment to the project, a monolithic lift shaft was constructed to provide access for people with reduced mobility to the shelter; the external structures of the emergency exit were dismantled; partially carried out general construction work to provide access for bedridden patients from inside the hospital to the shelter via lifts, partially redesigned the premises and replaced the previously installed ventilation system.

It is noted that, as of November 2025, construction and installation works were underway in the shelter. It is stated that partial changes to the design solutions are envisaged, along with the inclusion of additional works and the recalculation of the cost estimates based on new prices.

In addition, the amendment project provides for the following works, in particular: a change to the design of the ramp, as concrete structures were found beneath the floor; the replacement of the protective airtight entrance doors; the relocation of the air duct and the service water pipe; and the widening of the doorways.

It should be noted that in November 2025, Oleksii Savchuk, head of the capital construction department, said during a live broadcast that they would not be able to complete the shelter’s refurbishment in 2025. However, the aim is to complete it next year.

In April 2026, Oleksii Savchuk said that renovation work on the shelter at Hospital №1 was continuing.

Furthermore, NikVesti reported that Mykolaiv’s Capital Construction Department had once again shown a negative trend in the use of budget funds. Over the course of six months, the Department had utilised less than 15 per cent of the allocated funds.
