The Land Commission of the Kobleve Village Council has decided to carry out a further review of the documents relating to the establishment of a land easement on part of the coastal zone. Councillors expressed concerns that this could, in future, create opportunities for the erection of temporary structures there.

This was discussed at a meeting of the Land Commission of the Kobleve Village Council.

The matter concerns granting the right to use a part of a plot of land belonging to the Kobleve community, covering an area of 5800 square meters. To this end, technical documentation defining the boundaries of this part of the land must be approved.

During the discussion, committee members pointed out that part of the territory is situated within the coastal protection zone. They noted that the documents provide for the use of the land without major construction works; however, the wording regarding the siting of recreational infrastructure facilities raised further questions.

«Commercial development is on the horizon; shops and cafés will start popping up,» commented members of the committee during the discussion.

Committee members also expressed concern that, once an easement had been established, temporary structures might appear on the site, and the village council would have to deal with the issue of their placement separately.

At the same time, it was noted that committee members cannot simply refuse to approve the documentation without legal grounds. They therefore proposed verifying the documents’ compliance with the requirements of the Land Code and town planning legislation and preparing a legal opinion.

«A clear decision must be made; this is simply a matter for the council session. The outcome will be either approval or rejection,» it was noted during the discussion.

Ultimately, the committee members decided to refer the matter for further consideration, but first to cross-check the submitted documentation against the village council’s previous decision and determine whether any amendments or additional restrictions are required. The councillors also plan to obtain a legal opinion on possible grounds for refusal.

It should be recalled that the «Sviatoslav’s White Coast» National Nature Park has asked the Kobleve Village Council to authorise the development of a land-use plan for the allocation of three plots of land, totalling 43.72 hectares, for permanent use.
