Their composition will be determined separately for each facility, and final approval will be submitted for consideration at a session of the regional council.
This was discussed by councillors at a meeting of the Mykolaiv Regional Council’s Committee on Science and Education, Innovation, Youth, Family and Sport, Culture and Spirituality on Monday, 19 October, according to NikVesti.
According to Tetyana Labartkava, the administrative manager of the regional council’s executive office, the number of members on the supervisory boards is currently being determined and preparations are underway for the selection of candidates. She stated that supervisory boards are planned to be established in all healthcare institutions across the region.
«Supervisory boards will be established in all healthcare facilities in the Mykolaiv region. We are determining their number and commencing the selection process in due course. We are due to hold a plenary session shortly, at which the membership of the supervisory boards for each healthcare facility will be approved,» said Tetiana Labartkava.
She explained that, in accordance with the requirements of the resolution of the Cabinet of Ministers of Ukraine, supervisory boards in cluster and supra-cluster healthcare facilities must be established and commence work from 1 January 2027.
At the same time, a different deadline has been set for the war veterans’ hospital. According to Labartkava, this facility is classified as a general hospital, so its supervisory board must be established from 1 January 2028.
During the meeting, councillors also asked whether the war veterans’ hospital would face any restrictions due to its classification as a general hospital.
Mykola Berezhnyi, Acting Head of the Health Department of the Mykolaiv Regional Military Administration, explained that the status of a healthcare facility depends on the range of services it provides.
«Under the current resolution, the list of services for healthcare facilities within a hospital district is defined as the minimum required. In other words, if the war veterans’ hospital provides services beyond the list stipulated by the Cabinet of Ministers’ resolution, it will be eligible for cluster status within this hospital district,» explained Mykola Berezhnyi.
According to him, the war veterans’ hospital currently does not meet the requirements for a cluster hospital in terms of the number of services. To qualify for this status, a facility must provide at least 21 types of services, whereas the hospital offers fewer than that.
Mykola Berezhnyi emphasised that the facility’s status could change if it expands the range of services in line with the requirements of the government resolution.
«This is not a fixed figure, nor is it some kind of axiom. Institutions will be able to raise their status if they provide services in accordance with the Cabinet of Ministers’ resolution,» he added.
Following the discussion, the committee members supported referring the matter of establishing supervisory boards to the 39th extraordinary session of the Mykolaiv Regional Council for consideration.
As a reminder, a competition has been announced in Mykolaiv to select independent members for the supervisory boards of three city hospitals. Applications can be submitted up to and including 27 October.
Previously, the Mykolaiv City Council had supported the creation of supervisory boards at three of the city’s hospitals. At the time, the mayor, Oleksandr Sienkevych, explained that each supervisory board would comprise 11 people, five of whom would represent the city council. The establishment of supervisory boards is necessary for cluster hospitals to enter into contracts with the National Health Service of Ukraine (NHSU) from 2027.
