Mykolaiv Lyceum №55 plans to install a hybrid solar power station at a cost of 4.8 million hryvnias. It is intended to supply the school with electricity during power cuts.
The client for the works is the City Council’s Capital Construction Department, according to «NikVesti», citing data from the ProZorro e-procurement system.
The total cost of the project is ₴4.8 million. Of this, ₴4.3 million have been allocated from the state budget, with a further ₴480,000 earmarked as co-funding from the city budget.
The station will be a hybrid system — that is, it will be able to utilise solar energy and operate in conjunction with an energy storage system. This will enable the lyceum to be less reliant on the centralised electricity supply.
The city council explains that an alternative power source is needed to operate essential equipment, ensure teaching can take place, and guarantee the safety of pupils on the premises during power cuts.
The procurement covers not only the equipment but also its installation and configuration.
Initially, attempts were made to find a contractor through an open tender. However, on 5 October, the auction did not take place as only one bidder — Formula of the Future Ltd — submitted a bid.
The company was declared the winner, but on 9 October the contracting authority discovered discrepancies in its documentation. The contractor was given time to rectify these, but failed to submit the required documents. Consequently, on 14 October, its bid was rejected.
Following this, the Capital Construction Department decided to proceed with the procurement without a repeat open tender — by entering into a contract with the contractor through a negotiated procedure. This decision was explained by the need to ensure the state grant was utilised in time, as the deadline for its utilisation expires on 15 November 2026.
It was decided to enter into a contract with «Mebli-Service» LLC, owned by Mykola Tkachenko and Alla Tkachenko. The company is registered in Mykolaiv and has been operating for over 30 years. Its main activity is retail trade in non-specialised shops. However, the list of activities also includes the manufacture of furniture, electricity generation, and the repair and maintenance of electrical equipment, amongst other things.
According to data from the YouControl analytical system, «Mebli-Service» has a share capital of 8.5 million hryvnias. The company took part in tenders in 2020, 2021 and 2026 for a total value of 4.9 million hryvnias. However, it was successful in procurements worth 363,500 hryvnias.
As a reminder, there are plans to purchase 17 sets of inverters with rechargeable batteries for schools and nurseries in Mykolaiv. These will be installed in shelters, classrooms and premises where autonomous heating systems are in operation.
At the time, the Department of Education explained to NikVesti that the equipment was needed to ensure the institutions could continue operating during power cuts. In particular, the inverters are intended to provide power to shelters, the internet and autonomous heating systems.
According to the Education Department, 43 nurseries and 48 schools currently operating on a face-to-face or blended basis have already been fitted with inverters and batteries. These help to keep the shelters running and partially ensure internet access during power cuts.
