The Pervomaisk City Council plans to approve the Development Strategy of the Pervomaisk Territorial Community until 2027, which was worked on since March 2024.
The corresponding draft decision was published on the website of the city council, NikVesti writes.
It should be noted that experts from the United Nations Program for Reconstruction and Peacebuilding helped develop the development strategy for the Pervomaisk community. In general, it includes 150 project ideas for which the community needs 6.7 billion hryvnias.
Areas and projects that require the greatest costs:
- Housing and communal services — these projects require the most funds - 5.3 billion hryvnias, of which 1.5 billion hryvnias are planned to be spent on centralized water supply and drainage, as well as 40 million hryvnias for the reconstruction of the «Cosmos» cinema. One of the key projects is the construction of a residential multi-apartment complex for the temporary residence of internally displaced persons, which requires 3.3 billion hryvnias.
- Medicine — 406 million hryvnias must be allocated for the improvement of the community's medical facilities. It is expected that the funds will be used for current and capital repairs of medical institutions, development of adjacent territories and technical equipment.
- Education — 109 million hryvnias are planned for the development of educational institutions, which are planned to be spent on capital repairs of schools, construction of new shelters in the «Erudyt» lyceum and gymnasiums №4 and №2.
- Housing for orphans — 15 million hryvnias are earmarked for the construction of housing for children left without parental care.
- Transport infrastructure — 300.3 million hryvnias will be allocated for the repair of roads and bridges, as well as for other projects of the community's transport network development.
- Industrial park — it is planned to place an industrial park on a plot of land with an area of 33.4 hectares, which also requires significant investment.
- Solid household waste landfill (MSW) — for the construction of a landfill for the collection and disposal of solid waste with a volume of 400,000 25 million hryvnias are provided per m³.
In the future, according to the text of the draft decision of the city council, the structural divisions of the executive committee of the city council, enterprises, institutions and community organizations of all forms of ownership are obliged to take into account the main provisions of the Strategy when developing the budget, programs of economic and social development of the community and local programs.
We will remind you that the project for the construction of a residential complex for internally displaced persons in Pervomaisk, developed by the Department of Architecture in 2022, envisages the construction of 26 residential buildings with 1,703 apartments for displaced persons. It includes all accessibility measures for the reduced mobility population and shelter in every house. However, for almost two years, none of the investors and international partners showed a desire to finance the construction of such a residential neighborhood.
