Mykolaiv has updated the list of buildings whose reconstruction projects will be developed with World Bank funding: two have been removed, but 17 new ones have been added

Two buildings in Mykolaiv were excluded from the HOPE project to repair housing and restore people's rights and opportunities, but 17 new ones were added instead.
This was announced by Ihor Nabatov, First Deputy Director of the City Council's Department of Housing and Communal Services, during a staff meeting on 2 March, according to NikVesti.
As is known, Mykolaiv will receive 150 million hryvnias from the World Bank for the development of project and cost estimate documentation for the restoration of apartment buildings. The design will not be carried out on a building-by-building basis, but in clusters. Each of the 21 clusters includes 2 to 5 multi-storey buildings that have been damaged.
Initially, the plan was to develop projects for the reconstruction of 54 buildings, but now their number has been increased to 69.
«Unfortunately, the number of buildings has now decreased from 54 to 52. But we have good news — the World Bank and the Ministry of Regional Development have agreed to increase the number from 52 to 69 buildings. This means an additional 17 buildings that are not included in the HOPE project. These are buildings that meet the criteria. This happened because one of the communities participating in this pilot project, the city of Izium, was actually excluded due to its proximity to the combat zone. Today, the relevant technical specifications are being developed in order to announce these purchases,» said Ihor Nabatov.
He did not specify which addresses were involved. However, in a comment to NikVesti, he said that the buildings at 32 Admiralska Street and 86 Nikolska Street should be excluded from the HOPE project.
«During the negotiations, we were informed that the building cannot be fully restored within the framework of the HOPE project due to the fact that one of the entrances is actually missing,» said Ihor Nabatov, commenting on the situation with the building at 32 Admiralska Street.
At the same time, he explained that, along with the building at 86 Nikolska Street, the building at 84 Nikolska Street may also be excluded. This is because both buildings were part of the same cluster, he explained. A cluster cannot consist of only one building if the other is excluded from the list, said Ihor Nabatov.
«Most likely, the two buildings will be excluded because the land plots under these buildings are registered as private property, which is not possible under the HOPE project. But we are currently looking for alternative options,» he added.
At the same time, it became known recently that the buildings at 25 Naberezhna Street (buildings 1 and 2) will not be demolished. Instead, they have been included in the HOPE housing restoration project.
HOPE: Housing reconstruction in Mykolaiv

NikVesti asked the city authorities whether they would be able to rebuild the residential buildings according to the developed projects before their expiry date. They replied that they were not sure whether they would be able to rebuild all the buildings by 2027. However, Mykolaiv Mayor Oleksandr Sienkevych expects that after the project documentation for the restoration of high-rise buildings has been developed, the World Bank will also finance their reconstruction.

The Department of Housing and Communal Services explained that the projects already developed by the city include stabilisation measures, while the HOPE project focuses on energy conservation and improvement. «In any case, our projects are more narrow in scope than those that will be developed within the framework of HOPE,» they added.
Tenders are currently underway to find designers for the major renovation of apartment buildings included in HOPE. The restoration of 54 high-rise buildings within the HOPE project is planned to begin by November 2027.
