Survey: Ukrainians highly appreciate Zelenskyy's integrity and do not trust the Cabinet and the Verkhovna Rada

According to the latest sociological research data, on a scale from 0 to 10, the President of Ukraine Volodymyr Zelenskyy and the sphere of education received the highest integrity scores — 6.0 points, followed by the sphere of medicine (5.4) and local self-government bodies (5.1)..

This is evidenced by the results of the research of the «Rating» sociological group.

The integrity of public services in general was rated at 4.9 points, the police at 4.3, and the judicial system at 3.7 points. The Cabinet of Ministers (3.3) and the Verkhovna Rada of Ukraine received the lowest ratings. At the same time, young people and residents of rural areas in general gave higher ratings of the level of integrity in most areas.

«Half of the respondents believe that the main principle that civil servants should be guided by is honesty. This position is more common among residents of small towns and villages, as well as among older respondents. 38% expressed the opinion that employees should be responsible, and another 34% emphasized professionalism, which is especially important for residents of large cities,» the message reads.

Every fourth respondent noted the importance of transparency in the work of civil servants, while young people and residents of large cities emphasize this more often. The importance of effective communication with citizens was noted by 16%, regular reporting by 12%, decision-making speed by 7%, openness to criticism by 4%.

According to 45% of respondents, civil servants are primarily guided by their own benefit when making decisions, another 20% believe that they are guided by job instructions. A third of the respondents indicated that civil servants take into account both their own interests and official obligations.

The majority of respondents (77%) believe that increasing the punishment for corruption offenses will contribute to the growth of integrity. A third of respondents support the ban on holding public positions after corruption violations. Another 20% consider it effective to severely punish those who give bribes. Others see benefits in increasing the regularity of inspections (16%), increasing the transparency of reporting and digitization (14%), as well as increasing the wages of civil servants (8%).

The research was conducted among the population of Ukraine aged 18 and older in all regions, except for the temporarily occupied territories of Crimea and Donbas, as well as territories where there is no Ukrainian mobile communication at the time of the survey. The results are weighted using current data from the State Statistics Service of Ukraine. Sample population: 1000 respondents. Interview method: CATI (Computer Assisted Telephone Interviewing — telephone interviews using a computer). Based on a random sample of mobile phone numbers.
