Plans are afoot to build a support and learning centre for residents in Kobleve at a cost of nearly ₴13 million

A «Sustainability Hub» is to be built in the Kobleve community in the Mykolaiv region to provide psychological and legal support, as well as to conduct training. The construction cost will amount to 12.9 million hryvnias.

A tender for the start of construction has been announced on the ProZorro public procurement system.

According to the tender documentation, the foundation and load-bearing structures are to be built for 3 million 356 thousand hryvnias. The installation of electrical networks, water supply and drainage systems is also planned.

Tender participants have until 28 March to submit their documents. All works must be completed by 31 December 2026.

The total cost of construction is estimated at 12 million 902 thousand hryvnias. Of this, 4 million hryvnias will be allocated from the local budget of the Kobleve rural territorial community

A further 8,902,000 hryvnias will be funded by international partners from Germany.

As reported by the Kobleve Village Council, a memorandum of cooperation with the donors was signed in May 2025. The document provides for joint work on the creation of a «Resilience Hub» in the village of Kobleve.

It is stated that this will be an accessible space where community members can receive psychological and legal support. Support will be provided, in particular, to internally displaced persons, women, young people, people with disabilities, veterans and war victims. The Hub also plans to host training sessions, workshops and events to develop new skills and professions.

It was previously reported that construction of the waste sorting and recycling complex in the Kobleve community, which the Polish company Centrum Wspierania Obrotu Energia promised to implement in 2023, has not yet begun.

As a reminder, in July 2023, the Kobleve community signed a 25-year concession agreement with the investor. The company promised to finance the construction of the waste processing complex, purchase equipment and take responsibility for organising the entire waste management system. However, due to the war, the investor was unable for a long time to insure the construction equipment and, consequently, to deliver it to the site.

The agreement provides for the construction of a complex for the sorting, removal and disposal of waste. All works will be financed by the Polish company. It will also purchase vehicles for transporting waste and clearing the landfill, as well as pay for the organisation of waste processing and disposal.

Meanwhile, in June, a project for the construction of a comprehensive sorting and processing plant for solid household waste in the Kobleve community was published on the DREAM state system website.
