Residents of Mykolaiv have been granted over ₴470 million in compensation for destroyed homes: six will be rebuilding on the site of their former homes

In Mykolaiv, 471 million hryvnias in compensation has been approved for damaged and destroyed housing under the ‘e-Reconstruction’ programme. Six residents plan to use their compensation to build new homes on the site of the destroyed ones.

These figures, as of March 2026, were announced during a briefing by Ihor Nabatov, First Deputy Director of the Mykolaiv Department of Housing and Communal Services, according to NikVesti.

In total, residents of Mykolaiv have already submitted 5,300 applications under the «eVidnovlennia» programme, he added. Of these, 95% have been processed, with the remainder currently under review.

«Of these, 3,071 applications have been approved for compensation. All others have been refused compensation for various reasons: these include damage to communal areas, lack of entitlement to compensation, or other grounds for refusal specified in Cabinet of Ministers Resolution №381,» said Ihor Nabatov.

Residents of damaged homes have been granted 163 million hryvnias in compensation, and those of destroyed homes — 308 million hryvnias.

«Let me remind you that the «eVidnovlennia» service is divided into two parts: damaged property or completely destroyed property. To date, compensation for damaged property has been approved for a total of 163 million hryvnias. This is quite a large figure, but when compared with other cities in Ukraine, it is roughly average, taking into account the number of applications we currently have.

As for destroyed property: the total number of applications stands at 483. Of these, 301 have been approved for a total of 308 million hryvnias,» said Ihor Nabatov.

He added that six residents of Mykolaiv, whose homes had been destroyed, «made use of a feature that is unusual for Mykolaiv».

«This is the applicant’s right to receive financial compensation for the restoration of structures on their land plot. In other words, whilst 295 applicants here receive housing certificates and then use them to purchase suitable properties, six people in Mykolaiv have taken advantage of the opportunity to receive monetary compensation,» explained Ihor Nabatov.

In Mykolaiv, cases of misuse of funds under the «eVidnovlennia» programme are being recorded; under this scheme, residents are paid compensation for property damaged as a result of the war. In such cases, the money received will have to be returned.

As reported by Ihor Nabatov, First Deputy Director of the Housing and Utilities Department, during a briefing on the restoration of facilities in the city, compensation for damaged property is paid in two instalments. After each payment, a verification process takes place to check that the funds have been used for their intended purpose.

According to him, if it is established that the funds were not used for restoration, they will have to be returned in full. However, there is currently no mechanism in place for this. Ihor Nabatov also reported that of the 3,071 applications approved in Mykolaiv, 1,444 have reached the final verification stage.
