Pervomaisk is looking for contractors to maintain its streets and green spaces for nearly ₴4.5 million

During March, the Housing and Utilities Department of the Pervomaiskyi City Council announced a tender for street cleaning, sweeping and the maintenance of green areas along roads. The total estimated cost of the works is almost 4.5 million hryvnias.

This is stated in the Prozorro public procurement system, according to NikVesti.

The services are funded from the local budget. 4,477,400 hryvnias have been allocated for this, and a tender was announced on 4 March with this expected cost. The procurement is being conducted in two lots. The services are contracted until the end of 2026.

According to the technical specifications, all types of work include mechanical and manual cleaning. Contractors are to maintain hard surfaces — cleaning roads, lay-bys and car parks owned by the local authority, provided they are not equipped with pay-and-display machines or parking attendants, or a stormwater drainage system — as well as pavements, public transport stops, litter bins and the removal of compacted waste.

In green areas, they must clear «light» litter blown in from the carriageway or pavements or discarded by residents, as well as fallen leaves, and mow the grass. The tender documentation specifies that grass must be mowed when it reaches 8 cm in height, and a height exceeding 15 cm is not permitted. All mown grass must be cleared away on the same day, but must not be left to dry in the green area.

The first lot was announced with an estimated value of 3,364,200 hryvnias. However, the tender was cancelled on 14 March. The procurement report states that no bids were received from contractors.

On 24 March, the tender with an estimated value of 3,364,200 hryvnias was re-announced.

The second lot, with an estimated value of 1,113,200 hryvnias, remains active. Sole trader Pestov Petro Yevhenovych was the only bidder to submit a bid — 1,110,113 hryvnias.

The entrepreneur had until 17 March to rectify the breaches: discrepancies were found in his documentation. If he uses rented cleaning equipment, he must provide valid contracts to confirm the right of use.

The Housing and Utilities Department noted that the contractor’s property lease agreement with PJSC «Pervomaisk MPMK» is not valid: it was concluded on 1 September 2023 for a term of one year. Therefore, the contractor was required to provide documents confirming the right to use the leased vehicles.

On 18 March, Pervomaisk City Council announced its intention to conclude an agreement. The contract is currently awaiting signature.

As a reminder, Pervomaisk plans to develop the beach with attractions and a sports ground. Plans for March–April include pruning existing trees and planting new saplings to create natural shade. Also, in the spring, they plan to install attractions, a new sports ground and create a special area for people with disabilities.
