District authorities will no longer clear unauthorised rubbish dumps in Mykolaiv

The district administrations in Mykolaiv have had their powers to clear unauthorised rubbish dumps revoked. This task will now be handled by two contractors — the municipal enterprise Mykolaivkomtrans and the municipal enterprise “Obrii-DKP”.

This decision was adopted by Mykolaiv City Council members today, 26 March, according to NikVesti.

Deputies were presented with a draft resolution stipulating that, from 1 April, Mykolaivkomtrans will be responsible for removing rubbish from unauthorised dumps in the Inhulskyi Central and Zavodskyi districts, whilst «Obrii-DKP» will handle the Korabelnyi district.

Mykolaiv Mayor Oleksandr Sienkevych explained that waste is collected from and around rubbish bins by Mykolaivkomtrans and «Obrii-DKP». However, if one moves a short distance away from the collection point, it is considered an unauthorised rubbish dump, and the district administrations are responsible for clearing it.

«If you move just 10 metres away from the waste collection point, it’s already an unauthorised dump. And that’s something the district administration has to deal with. It often turns out that it’s either an unauthorised dump or a dump near the container site,» said Oleksandr Sienkevych.

The Executive Committee approved a proposal to entrust the cleaning of both waste collection points and unauthorised dumps to two contractors.

Twenty-nine members of the Mykolaiv City Council voted in favour of transferring these powers to two municipal enterprises; there were no votes against, and six abstained.

It was previously reported that over the last five years, a total of more than 140 million hryvnias has been spent from Mykolaiv’s budget on clearing unauthorised dumps across the city. That is an average of 28 million hryvnias per year.

It should be noted that in Mykolaiv, the municipal enterprise Mykolaivkomtrans is in litigation with residents of the Ternivka neighbourhood. Two transport operators are currently operating there — Mykolaivkomtrans and Evako.
