Pervomaisk is planning to renovate its maternity hospital with support from NEFCO: the executive committee has not disclosed any details of the project

The building is set to be modernised under a project by the Nordic Environment Finance Corporation (NEFCO). However, the Pervomaisk City Council has not disclosed the cost of the project or exactly what work is planned.
The maternity hospital renovation project was announced by the Mykolaiv regional branch of the Association of Ukrainian Cities, as well as on the page of the Pervomaisk City Council Executive Committee.
«On 25 March 2026, a working meeting took place at the Office for Recovery and Development of the Pervomaisk City Territorial Community between the head of the community, Oleh Demchenko, and representatives of the Nordic Environment Finance Corporation (NEFCO) and the consulting firm NIRAS. The main topic of the talks was determining the next steps for cooperation in the field of restoring the community’s critical infrastructure during wartime, with a particular focus on implementing the project to reconstruct the maternity hospital as one of the key socially important facilities,» the executive committee’s page reported.
The executive committee also noted that “specific reconstruction steps were discussed” at the meeting.
«It is worth noting that NEFCO specialists had previously visited the maternity hospital in person, where they assessed the technical condition of the building, energy consumption levels, the availability of backup power supply, and the potential for implementing energy-efficient solutions. That is why the discussion during the meeting was already substantive in nature and concerned specific steps regarding the renovation of the facility,» the Executive Committee’s page added.
The executive committee noted that, to ensure the maternity ward remains operational during the renovation, it may be relocated to another building.
However, in response to an information request from NikVesti, Pervomaisk City Council stated that they are currently unable to confirm that the maternity ward renovation project is being carried out with NEFCO’s support.
«It is not currently possible to confirm information regarding the implementation of this project specifically within the framework of support from the Nordic Environment Finance Corporation (NEFCO), as: the Pervomaisk City Council has not entered into any agreements with NEFCO regarding the renovation of the maternity hospital, neither the City Council nor the Executive Committee currently possess any official data regarding the project’s timeline, sources and amounts of funding, or the planned scope of works,» reads the response from the Pervomaisk City Council.
Accordingly, the Pervomaisk City Council has not approved any agreement to accept a grant from NEFCO and does not know when such decisions are planned to be taken.
It was also reported that no NEFCO projects have yet been completed in the Pervomaisk community. The water supply system reconstruction project is due to be completed in 2026.
The grant from the European Union amounted to €3,065,000.
«The project involves the construction of a new wastewater treatment plant for the Pervomaisk water supply system,» the Pervomaisk City Council stated.
It should be noted that the construction of the new water treatment plant in Pervomaisk was promised to be completed by spring 2026. The project is being implemented with financial support from the European Union and the Nordic Environment Finance Corporation (NEFCO).
In November 2025, the Pervomaisk City Council approved a decision to secure a grant from NEFCO. According to the document, the grant amounted to up to €3,485,000.
