Property, loans and millions in savings: what the heads of Mykolaiv’s districts have declared

The heads of four district administrations in Mykolaiv — Oleksandr Bereza, Hanna Remennikova, Oleksandr Tsukanov and Viktor Dmytruk — have submitted their income declarations for 2025. The highest salary was received by the head of the Central District Administration, Oleksandr Bereza, and the lowest by the head of the Zavodskyi District Administration, Viktor Dmytruk.

The declarations have been published in the Unified State Register of Declarations, NikVesti reports.

The declaration states that among the property owned by the head of the Central District Administration, who is also a member of the Mykolaiv City Council, there has been a plot of land measuring 1,190 m² in the Kyiv region since 2013. And Oleksandr Bereza’s wife has owned a flat measuring 21.6 m² in the Vinnytsia region since 2019.

The head of the Central District Administration drives a 2020 Volvo XC90, which he purchased in the same year for 1.9 million hryvnias.

In 2025, Oleksandr Bereza received 951,327 hryvnias in salary, amounting to approximately 79,000 hryvnias per month, and 4,170 hryvnias from the trade union. The councillor’s wife earned 1.4 million hryvnias as an entrepreneur and also received 25,200 hryvnias in social benefits from the Department of Labour and Social Protection of the Mykolaiv City Council.

Oleksandr Bereza’s total income amounted to 955,497 hryvnias.

The councillor's wife also declared cash assets held in cash: 170,000 dollars, 70,000 euros and 790,000 hryvnias.

In addition, Oleksandr Bereza has been repaying a loan of 1 million hryvnias since 2020 and has a financial obligation of 188,320 hryvnias for insurance from 2025.

Hanna Remennikova is also a councillor on the Mykolaiv City Council and head of the ‘Propozytsia’ faction. Together with her husband, she has declared a considerable amount of property in Mykolaiv, which they purchased in previous years or are renting. The head of the administration owns a catering establishment with an area of 1,047.1 m², a flat with an area of 31.5 m², a cafeteria with an outdoor terrace and canopy covering an area of 244.5 m², a residential building with an area of 249.6 m², non-residential premises of an art studio with an area of 70 m², land plots measuring 5 m² and 710 m².

The husband of the district administration head, Valentin Berestnev, owns three flats: measuring 54.5 m², 39.2 m² and 34.9 m² in Mykolaiv.

Hanna Remennikova rents eight plots of land in Mykolaiv ranging in size from 5 to 500 m².

The councillor also owns two vans: a 2015 Fiat Doblo and a 2014 Mercedes-Benz Citan. Valentin Berestnev owns a 2017 Volvo XC90, purchased in the same year.

In addition, the MP’s husband holds a 21% stake in Restro Club LLC, valued at 233,311 hryvnias.

Last year, Hanna Remennikova earned 806,921 hryvnias in salary as head of the Inhulskyi District Administration, amounting to approximately 67,000 hryvnias per month, and received 1,890 hryvnias from the trade union.

The councillor’s husband, Valentyn Berestnev, declared the highest income in the family. He received 196,657 hryvnias in salary from the Centre for Olympic Training in Basketball and Team Sports, 3.8 million hryvnias as an entrepreneur, 13,000 hryvnias in a grant from the Department of Physical Culture and Sport of the Mykolaiv City Council, 161,356 hryvnias in salary from the Admiral Makarov National University of Shipbuilding, 88,534 hryvnias in pension, and 533 hryvnias in «additional benefits» from Universal Bank.

Hanna Remennikova’s annual income amounted to 808,811 hryvnias.

Hanna Remennikova keeps $100,000 and 1.9 million hryvnias in cash, whilst her husband keeps $90,000 and 600,000 hryvnias. Since 2021, Valentнn Berestnev has been repaying a loan of 4.7 million hryvnias.

According to his declaration, Viktor Dmytruk owns a 1,000 m² plot of land in the village of Chornomorka and a 23.4 m² flat in Ochakiv. The official also rents a 465.3 m² residential house in Mykolaiv from Svitlana Dmytruk.

Since 2022, the head of the administration has owned a 2018 Infiniti QX50, valued at 630,000 hryvnias.

Last year, Viktor Dmytruk earned 793,953 hryvnias (around 66,000 hryvnias per month), which is the lowest salary among heads of district administrations, and received 390 hryvnias from the trade union.

His annual income amounted to 794,343 hryvnias.

Viktor Dmytruk holds 23,400 US dollars and 17,800 euros in cash.

Since 2022, the head of the administration has been repaying a loan of 493,607 hryvnias.

According to the declaration, Oleksandr Tsukanov’s property portfolio has included a 63.10 m² flat in Mykolaiv since 2008. The Head of the Administration lives with his family in a house with an area of 206 m² on a plot of 1,000 m². This property is likely owned by his father, Mykola Tsukanov.

In 2025, Oleksandr Tsukanov purchased a 2023 Toyota RAV 4 for 966,000 hryvnias.

In 2025, the head of the administration received 864,740 hryvnias in salary, amounting to approximately 72,000 hryvnias per month, and 2,190 hryvnias from the trade union. In addition, he declared 1.2 million hryvnias in income from the disposal of property.

Oleksandr Tsukanov’s wife did not state how much she earned last year at the Mykolaiv Energy Efficiency Centre.

His annual income amounted to 2 million hryvnias.

Since 2021, Oleksandr Tsukanov has received a loan of 1.1 million hryvnias from Andrii Fatyanov — a member of the regional council, former head of the now-defunct Opposition Platform — For Life faction, and director of the Okean manufacturing plant.

The head of the administration also declared 966,000 hryvnias in car expenses.

It should be noted that the head of the Mykolaiv Regional State Administration, Vitalii Kim, and his deputies have submitted their declarations for 2025, in which they have disclosed their income and assets.
