Valentyn Boiko, a member of the Mykolaiv Regional Council representing the «Propozytsiia» party, expressed his outrage that councillors and residents of the region had still not heard the annual report on the work of Vitalii Kim, head of the Mykolaiv Regional Military Administration.

He raised this issue during a session of the Mykolaiv Regional Council on Thursday, 16 April.

During his speech, he pointed out that the law requires annual reporting by the heads of regional military administrations, yet, according to him, such a report has still not been presented.

«In which year, I hope this one, will we hear the annual report from the head of the regional military administration on the implementation of the region’s socio-economic development plan?» asked Valentyn Boiko.

He noted that deputies had already reported on their work and representatives of the prosecutor’s office regularly provide updates on their activities, whereas the head of the Regional Military Administration has not submitted a report.

«For some reason, the Mykolaiv Regional Prosecutor manages to come before the councillors and report every three months. And it is completely incomprehensible to me, and even offensive, that the head of the regional military administration finds the time and opportunity to open a McDonald’s but cannot make his way to the councillors’ chamber of the regional council with his report, which he is required to submit in accordance with the law. I would like to remind you once again that the system of public administration is built on checks and balances and on accountability. Until 1 April, we reported to the regional council, and everyone explained what they had done over the past year. But the report is incomplete, as we need constant contact with the executive authorities. Only then will our voters receive full information about the situation in the region. Finally, I would like to say that power corrupts, and absolute power, if it is not accountable, corrupts absolutely,» concluded Valentyn Boiko.

The Chairman of the Regional Council, Anton Tabunschyk, noted that the comment was apt and asked the Council’s secretariat to send a request to the Mykolaiv Military Administration.
