Sienkevych proposes transferring the unfinished building with a car park on 3rd Slobidska Street to the municipal enterprise «Taismet»

It has been proposed that the unfinished building on 3rd Slobidska Street in Mykolaiv, along with the adjacent car park, be transferred to the municipal enterprise «Taismet». At present, there are only contracts for vehicle storage in the car park, but the fence around it is constantly being damaged, and the city is constantly spending money on its repair. The unfinished building itself is on the books of the municipal enterprise, which is in the process of being wound up.

This was discussed during the Mykolaiv City Council session on 30 April, NikVesti reports.

At the previous session, the mayor issued a formal instruction regarding the unfinished building on 3rd Slobidska Street. Councillor Dmytro Sichko, in whose constituency the building is located, reported that he had visited the site with the Central District administration and reviewed the contracts. There are some contentious issues: it is the city, not the car park’s tenant, that is responsible for restoring the fence. This raises the question of whether to renew the tenants’ lease.

Deputy Head of the Capital Assets Department Tetiana Dmytrova reported that there is only a vehicle storage lease agreement. The building’s balance sheet holder is the municipal enterprise «Capital Construction of Mykolaiv», which is currently in the process of liquidation.

«This is not a lease agreement, it is a vehicle storage agreement. And it was concluded not between the municipal property department, but between the balance sheet holder. The balance holder is the municipal enterprise «Capital Construction of Mykolaiv». And the issue of transferring this building to another balance holder is currently being resolved,» said Tetiana Dmytrova.

The mayor suggested that the unfinished building with the car park could be transferred to the municipal enterprise «Taismet», whose remit includes car park management.

«We have an enterprise that deals with car parks. This is the «Taismet» enterprise. We can transfer this building, including the car park, to them. They will continue with their own activities, namely the construction of this fence. They will guard this fence to ensure it is not damaged, and security guards will be stationed there. I don’t know how people park their cars if anyone can get into this area unhindered and damage the fence; how can they not worry about their cars? We’ll hand it over to this company; it will receive revenue from this car park, and it will repair the fence and ensure it isn’t damaged in future,» said Oleksandr Sienkevych.

Tetiana Dmytrova noted that the municipal enterprise «Taismet» intends to calculate how much this will cost them. To this, Oleksandr Sienkevych replied that it would be more cost-effective than constantly repairing the fence at the city’s expense.

«I don’t think it will be much more expensive than Mykolaiv constantly allocating funds from the city budget to repair this fence. Someone is making money there, and someone else is paying for it. It just amounts to a kind of connivance. So, some private bloke who’s set up a car park on the construction site gets paid and doesn’t want to maintain the fence around the site. Great. Well, fine. And let’s foot the bill for it. As they say, the city from the local budget. We’re rich now, aren’t we?» said the mayor.

In addition, the head of the Central District Administration, councillor Oleksandr Bereza, proposed moving the market from Kolodiazna Street to the area near the unfinished building&

«This will provide an opportunity, as they say, to generate funds to tidy up this area and maintain the fence and everything else. And it will resolve the issue with this market there,» said Oleksandr Bereza.

The mayor instructed that a draft decision regarding the balance sheet holder be prepared for the next session on 14 May. Another instruction was given to the municipal enterprise ‘Market Economy’ to look into the matter of relocating the market.

The history of the unfinished building

The unfinished building on 3rd Slobidska Street, where a polyclinic had long been planned, has repeatedly been the scene of criminal incidents. Oksana Makar was found on the site in 2012. In 2016, a 12-year-old boy fell from the roof of the unfinished building and died. In 2021, a woman’s body was found in the basement of the unfinished building.

Furthermore, schoolchildren often enter the site and take selfies on the roof.

In June 2016, Leonid Klymenko, rector of Petro Mohyla Black Sea National University, approached members of the Mykolaiv City Council and expressed his willingness to build a university clinic on the site of the unfinished building on 3rd Slobidska Street.

Subsequently, Oleksii Savchenko, head of the Mykolaiv Regional State Administration, approached the city authorities with a proposal to transfer the unfinished building on 3rd Slobidska Street to the Petro Mohyla Black Sea National University free of charge, to house a medical centre and hospital there. Rector Leonid Klymenko and students from Mykolaiv National University spoke several times at sessions of the Mykolaiv City Council, requesting that the unfinished polyclinic building on 3rd Slobidska Street be transferred to the university’s balance sheet.

The councillors did not support the transfer.

On 12 June 2020, at a session of the regional council, councillors approved the transfer of the children’s infectious diseases hospital building to the university. Mykolaiv Mayor Oleksandr Senkevych stated that Mykolaiv Black Sea University still plans to take the unfinished building on 3rd Slobidska Street onto its balance sheet.

In July 2021, deputies of the Mykolaiv City Council once again failed to pass a resolution on the transfer of the unfinished building on 3 Slobidska Street to the ownership of Mykolaiv National University. The resolution fell short by just three votes.

In August 2021, members of the standing deputy commission on housing and communal services of the Mykolaiv City Council refused to approve the draft resolution of the session regarding the inclusion of the unfinished building on 3 Slobidska Street in the list of small-scale privatisation properties for sale at auction. They also did not support the draft resolution on the free transfer of the property to the university for the establishment of a medical centre and hospital there.

In October 2021, the issue of the unfinished building was removed from the agenda of the City Council session.

In 2023, it was reported that documentation was being prepared in Mykolaiv for the future construction of a cluster hospital on 3rd Slobidska Street. However, the issue has remained unresolved since then.

This will provide an opportunity, as they say, to generate funds to tidy up this area and maintain the fence and everything else. And it will resolve the issue there with this fair, so that, as it were, the municipal services.
