In Mykolaiv, the commission tasked with locating ownerless property failed to find a single abandoned building, but did discover 24 water pipes

In Mykolaiv, since 2023, the city commission responsible for surveying and registering ownerless property has not identified a single ownerless building or structure. At the same time, 24 ownerless water supply networks have been found, the owners of which have not yet been identified.

This is stated in the response from the executive committee of Mykolaiv City Council to an information request from NikVesti.

The commission, which is responsible for locating and registering ownerless property, has been operating in Mykolaiv since August 2023. During this time, the city council has not received any reports of buildings, structures or other immovable property whose owners cannot be identified.

Consequently, the city council has not filed any applications with the court to establish ownership of such buildings.

At the same time, since 2023, the city authorities have identified 24 ownerless water supply networks:

• 13 — in the Zavodskyi district;
• 9 — in the Central District;
• 1 — in the Inhulskyi District;
• 1 — in the Korabelnyi district.

The transfer of two networks to municipal ownership has already been completed. The city council has taken legal action regarding a further eight sites, whilst the search for the owners of the remaining 14 networks continues.

A network between Matroskyi and Parusnyi lanes, valued at 21,000 hryvnias, and a network on Inhulska Street in Ternivka, valued at 68,000 hryvnias, have already been transferred to municipal ownership. Both networks have been transferred to the balance sheet of the municipal enterprise «Mykolaivvodokanal».

It should be noted that, as of March 2024, the commission for the inspection and registration of ownerless property had identified more than 120 abandoned children’s playgrounds and more than 10 storm water drainage networks across the city.

We would also like to remind you that in Mykolaiv, residents have complained about a dilapidated outbuilding next to a house on Spaska Street. The City Council is asking the Commission for the Identification, Inspection and Registration of Unclaimed Immovable Property to take action.
