A driver refused to let a woman with a child and a scooter board a trolleybus in Mykolaiv: what the electrotransport authority said

The woman noted that an air-raid siren was sounding at the time, but the driver refused to let her board the vehicle when he saw the scooter.
The municipal enterprise «Mykolaivelektrotrans» told NikVesti that the driver had broken the rules.
Iryna Zhukova reported the incident in the Contact Centre group on the Mykolaiv City Council’s page. She noted that at the «7-a Voienna» stop, the trolleybus driver refused to let her board with her child and a children’s scooter.
«The alarm went off, and a trolleybus pulled up at the stop. There were very few people on board. When the driver saw me approaching the doors with my child, he ran out and started shouting that scooters weren’t allowed,» wrote Iryna Zhukova.
She also noted that, despite the trolleybus being almost empty, the driver would not let her on.

«I’m not making excuses for the driver; the child was with her mum. But I’ve witnessed on numerous occasions teenagers getting on the trolleybus with their scooters and behaving inappropriately — riding them and throwing them about inside the vehicle — which is why stickers have recently appeared in trolleybuses (prohibiting scooters, — ed.),» wrote Kateryna Bashchenko.

«Refusing to allow a passenger with a child and a standard children’s scooter to board under the circumstances described was unjustified,» the electric transport company stated.
On 27 May 2026, the Mykolaiv City Council amended clause 7.3 of the Rules for the Use of Urban Electric Transport. According to the rules, there is a ban on carrying bicycles and adult scooters. However, this does not apply to children’s scooters.
«In particular, the carriage of bicycles and adult electric scooters is prohibited if they are not foldable. A standard children’s scooter does not fall within the category of items listed in this clause, the carriage of which is prohibited,» the electric transport authority clarified.
They also reported that the driver had been subject to disciplinary action and had undergone unscheduled additional training on compliance with the Rules for the Use of Urban Electric Transport and on appropriate communication with passengers.
Regarding the inappropriate behaviour of teenagers on scooters, the electric transport authority confirmed that such incidents had occurred.
As a reminder, on the evening of 25 June 2026, two electric scooters collided on Soborna Street. The children involved required medical attention.
At a staff meeting at Mykolaiv City Council on 6 July, it was noted that the problem of accidents involving electric scooters had become particularly acute during the summer. It was therefore proposed to analyse the experience of other cities and draw up proposals regarding possible restrictions on the use of electric scooters.
In particular, a working group has been set up in Pivdennoukrainsk to draw up rules for the use of electric scooters and their movement around the city. The working group’s first meeting has been scheduled for 6 October. The results are not yet known.
