Proposals for establishing a viable network of hospitals in Mykolaiv region will be submitted to the Ministry of Health of Ukraine for consideration.

This was discussed at a meeting of the Mykolaiv Regional Council’s committee on science and education, innovation, youth, family and sport, culture and spirituality.

Mykola Berezhnyk, Acting Head of the Health Department of the Mykolaiv Regional Military Administration, noted that the formation of the hospital network had already been discussed by the relevant committee in August, and that the proposed structure had been presented on several occasions.

Once approved by the Ministry of Health, the proposals are to be considered by members of the Mykolaiv Regional Council.

According to the draft resolution, it is proposed that the Mykolaiv Hospital District’s network comprise hospitals of three levels: supra-cluster, cluster and general. These are intended to provide specialised medical care to the region’s residents, taking into account the needs of local communities, staffing capacity and the material and technical condition of the facilities.

Which hospitals are proposed for inclusion in the network

It is proposed that five medical institutions be classified as supra-cluster facilities:

  • Mykolaiv Regional Clinical Hospital;
  • Mykolaiv Regional Oncology Centre;
  • Mykolaiv Regional Children’s Clinical Hospital;
  • Mykolaiv Regional Centre for Mental Health;
  • Mykolaiv Regional Tuberculosis and Pulmonology Medical Centre.

It is also proposed that the network be organised into four hospital clusters.

Bashtanka cluster:

cluster hospital — Bashtanka General Hospital;

general hospitals — Bereznehuvate Central District Hospital, Novyi Buh General Hospital and Snihurivka Town Hospital.

Voznesensk cluster:

cluster hospital — Voznesensk Multidisciplinary Hospital;

general hospitals — Yuzhnoukrainsk City General Hospital and Domanivka General Hospital.

Mykolaiv cluster:

cluster hospitals — City Hospitals №3, №4 and №5;

general hospitals — Vesniane Rural Council Hospital, Ochakiv Multidisciplinary Hospital and Mykolaiv Regional Clinical Hospital for War Veterans.

Pervomaiske cluster:

cluster hospital — Pervomaisk Central Municipal General Hospital;

general hospital — Kryve Ozero Multidisciplinary Hospital.

The explanatory note states that the formation of the network should help to retain the hospitals’ staffing capacity, make more efficient use of their equipment and ensure the availability of medical care, particularly for residents of remote areas and regions affected by hostilities.

It was previously reported that plans are in place in Mykolaiv to complete the consolidation of municipal hospitals around Hospital №4. This involves Municipal Children’s Hospital №2, the Municipal Emergency Hospital and Municipal Hospital №1. According to information from the municipal property department, the legal formalities for the merger must be completed by the end of the year, as the hospital’s future funding depends on this.

It should be recalled that the Department of Health was previously tasked with verifying information regarding issues with the payment of salaries, holiday pay and the provision of resources to hospitals following their merger. The relevant directive was issued by Mayor Oleksandr Sienkevych.

It should be recalled that in April, members of the Mykolaiv City Council supported a decision to reorganise the city’s healthcare network, which involves the creation of a cluster hospital and the transfer of one of the maternity hospitals to the ownership of the Mykolaiv region.
