Mykolaiv City Council deputy Mykola Kapatsyna believes that the proposal of the health care department to reduce primary health care centers is due to the need to save budget funds.
He said this in a comment to a NikVesti correspondent.
According to the deputy, such complex decisions are often incomprehensible to city residents who are not in the context of the issues. In particular, this also applies to the position of the city health department, which is inclined to the need to reduce the number of centers.
«I come from a family of doctors. I am very respectful of the profession, of their contribution to the health of the nation, without pathos. But there are certain circumstances that require sometimes difficult decisions to be made. Sometimes there are those that we ordinary people did not really understand the first time. Therefore, I am not inclined to condemn the managers who make the decision to reduce. Apparently, there is some motivation, clearly not in the interests of offending people or the population, but in order to save money, adapt legislation, standardize, manage financial flows competently,» said Mykola Kapatsyna.
If the reduction is dictated by necessity, then such a decision must be approved, says Mykola Kapatsyna. However, the deputy emphasizes that in case of layoffs, employees must be provided with work.
«On this path, there are probably some mistakes and difficult decisions. According to the laws of the balance of the universe, something must come from somewhere, nothing is taken by itself. If we want to concentrate somewhere more, then we have to take it from someone, unfortunately. Someone does not like it, someone sees a perspective in it. My position is that if such a decision is dictated by necessity, we must give way. On the other hand, people who may be laid off should be given opportunities to get a job. These are universal values,» he added.
At the same time, he is currently not ready to answer whether he will support the reduction of the centers if the decision is brought to the session of the city council, because it is necessary to study the analysis of the working group.
«We'll see the results. I still need to study. I am not in the depth of this discussion, so I am not prepared to comment in detail. I explained to you my position as a human being, as a citizen. Not all solutions suit everyone. Not everyone can adequately assess them, their necessity and correctness, even if they are complex and infringe on someone's interests today. Therefore, we will collectively come to a compromise,» the deputy explained.
