Mykolaiv wants to transfer social housing to a municipal enterprise «Svii Dim» on the right of usufruct

The deputies of the Mykolaiv City Council have submitted a draft decision to transfer 35 social housing objects to the utility company «Svii Dim» on the right of usufruct.
This became known from the relevant draft decision, according to NikVesti.
The draft decision stipulates that the transferred objects will remain in the ownership of the city community, and the utility company «Svii Dim» will be engaged in their maintenance, repair and management. The transfer includes 35 houses and apartments that are currently on the balance sheet of the municipal housing and maintenance enterprise of the Central District.
The company is obliged to maintain the housing in good condition, keep records and report on the use of the property annually. At the same time, «Svii Dim» will not be able to:

alienate the transferred housing;

transfer it to trust management;

contribute to the charter capital of other companies;

allocate it for joint activities;

take any actions that may lead to privatisation or change of purpose, except as permitted by law.
The right to use the property may be terminated if the company ceases to operate, the property becomes unusable, the authorities decide to terminate the usufruct, or a court issues a relevant decision.
«Gradually, this utility company will take over all non-privatised residential property and service it accordingly. And when the rules for leasing or social leases are legally defined, then we will do it. [...] I think people will pay tens of hryvnias a month for housing. We can say that it is almost free. Housing will be provided to internally displaced persons and orphans. That is, these are social apartments,» said Vitalii Lukov, First Deputy Mayor of Mykolaiv, in a commentary to NikVesti.
In addition, the explanatory note to the project states that its implementation does not require additional costs from the city budget.

Usufruct is a real right to use someone else's property (immovable or movable) with the right to receive income (fruits) from it, but without the right to dispose of it (sell, donate), while preserving its integrity and purpose; an institution that appeared in Roman law, and in Ukraine is now used as a mechanism for managing state and municipal property. It allows property to be transferred for free use (for example, to utility companies) for more efficient management, replacing old forms such as operational management.
As a reminder, in November 2024, Mykolaiv started working on the creation of a municipal housing fund and a utility company to manage it.
According to the mayor of Mykolaiv, Oleksandr Sienkevych, this will help provide housing for IDPs and other socially vulnerable categories. At the time, he said that the city plans to build municipal housing, and the newly created utility company will manage it. Some of the apartments will be rented at market prices, and some will be rented at reduced rates.
On 13 October 2025, a cooperation agreement was signed in Hanover between the German company hanova and the Mykolaiv-based company «Svii Dim». It will manage and lease municipal housing. This agreement cements the partnership and confirms further support for Mykolaiv during the city's reconstruction.
«Svii Dim» is a newly established company that is to follow the example of hanova. In Hannover, this company has been managing municipal housing for many years. In Mykolaiv, the company started working in September and is gradually creating its own housing management system.
Hanova CEO Carsten Klaus said that the company will help Mykolaiv create an effective municipal housing management system.
It should be noted that the cooperation between hanova and «Svii Dim» is part of the partnership between Hannover and Mykolaiv that has been going on since 2022. During this time, the German side has provided the Ukrainian city with assistance in infrastructure repairs, advice and technical support.
