₴2 million will be spent on the feasibility study of the construction of a waste processing complex in Mykolaiv

Department of Housing and Communal Services ordered services for the development of a technical and economic feasibility study for the further construction of a household waste processing complex in the city.

This is evidenced by the data of the ProZorro public procurement system, NikVesti writes.

According to the tender documentation, the customer spent 2 million 375 thousand hryvnias on the development of the rationale. For these funds, the contractor shall, in particular, have:

— perform engineering and geodetic surveys;

— to analyze Ukrainian and international experience in household waste management;

— calculate capital investments and payback terms for the future complex;

— assess the economic feasibility of creating such a project;

— to develop a scheme for the location of objects and structures on the territory of the complex.

The winner of the tender will be the state enterprise «Scientific-Research and Design-Technological Institute of Urban Economy» to perform the mentioned works. In general, all work on the creation of a technical and economic feasibility study should be completed by March 15, 2024.

We would like to remind you that on February 27, 2019, the Demoukrainadh project and schemes for the updated heat supply of the city were presented in Mykolaiv, which will allow optimizing the distribution of heat in the city. Already on May 11 of the same year, the Deputy Director of the Department of Energy, Energy Saving and Implementation of Innovative Technologies of the Mykolaiv City Council was informed of the suspicion of embezzlement of 750,000 hryvnias for the creation of a heat supply scheme for Mykolaiv.

As it turned out, the Department of Energy, Energy Saving and Implementation of Innovative Technologies of the Mykolayiv City Council purchased the services for purchasing the heat supply scheme of Mykolayiv at an inflated cost. SBU operatives established that in December 2018, Deputy Director of the Department of Energy Efficiency of the Mykolaiv City Council Andrii Slobodianiuk put his signature on the act of acceptance and transfer of services, ensuring the payment of 1.2 million hryvnias for the development of the heat supply scheme without actually performing the work.

During the May session of the Mykolaiv City Council, the issue of creating a new energy efficiency scheme for 15 million was raised. However, there were not enough votes to accept this proposal.

Currently, the Mykolaiv City Council hopes to return to the city budget 1.2 million hryvnias, which were spent in 2018 on the creation of an invalid heat supply scheme in the city.
