The international audit company Ernst & Young is currently investigating the need to optimize the executive authorities of Mykolaiv. The company must present the results in the corresponding report.

This is stated in the NikVesti article «Mykolaiv District Administrations: Why are they needed and how do managers work?».

Currently, the administrations of Mykolaiv districts are performing the work assigned to them, said the mayor Oleksandr Sienkevych. However, he believes, the effectiveness of their work should be evaluated by the residents of Mykolaiv.

«Currently, the situation with the district administrations of our city is quite stable. In general, district administrations perform their function in Mykolaiv. They remain closest to the residents and can quickly respond to the problems of each district. First of all, the townspeople should evaluate their work,» said the mayor.

According to him, the city authorities are currently engaged in analyzing the work of district administrations and working with the international company Ernst & Young, which provides audit and management consulting services, regarding the optimization of executive authorities.

«Everyone is working as usual in the conditions of war. New tasks have appeared, which are related to the elimination of the consequences of arrivals. The question of the necessity of these structures depends on their effectiveness. If they perform their tasks properly, then they are definitely needed. We continue to analyze the work of the administrations to ensure the maximum benefit for the residents of the city. In addition, we are working with Ernst & Young on changing the structure of executive bodies. This applies to administrations as well, including the fulfillment of their work with residents,» said Oleksandr Sienkevych.

It is worth noting that Oleksandr Sienkevych has been the mayor of Mykolaiv for 9 years — since November 2015. During this time, the mayor voiced various ideas about the future of district city administrations. As early as January 2021, the mayor Oleksandr Sienkevych spoke about their possible liquidation.

Subsequently, the mayor announced the change of heads of the three district administrations of the city from the beginning of January 2022. The current head of the administration of the Central district, Oleksandr Bereza, was supposed to transfer to the administration of the Factory district, the head of the administration of the Factory district, Viktor Dmytruk, to the administration of the Ship district, and the head of the latter, Oleksandr Tsukanov, to the administration of the Central district. However, as of September 2024, this has not happened.

However, over time, the powers of district city administrations gradually decreased. For example, earlier they were engaged in the dismantling of illegal trade facilities, and later the Department of Internal Financial Control, Supervision and Anti-Corruption began to deal with this. District administrations used to also maintain green areas, and now the municipal enterprise «Mykolaiv Parks» is engaged in this.
