Private boarding house in Mykolaiv keeps people in unsanitary conditions

In Mykolaiv, a private nursing home «House of Care», is allegedly violating human rights. Older people were forced to take psychotropic drugs and were kept in unsanitary conditions.

This was reported by the Office of the Ukrainian Parliament Commissioner for Human Rights in Mykolaiv region.

It is noted that the staff of the boarding house forced the wards to take psychotropic drugs to calm them down. The staff did not provide prescriptions or doctor's orders for the purchase of these drugs. They also added that none of the staff had a medical degree.

In addition, some of the residents of the boarding house had significant injuries on exposed skin, including bruises on their faces. The victims do not have any medical documentation that could record the physical condition of the person before they were admitted to the boarding house, so it is currently impossible to establish the exact time of the injuries.

«The above may indicate the possibility of bodily harm during the forced placement in the institution or during the stay in the boarding house», added in the message.

Other violations found include unsanitary conditions, cockroach and mouse poison scattered in the rooms, expired medicines, cases of missing personal belongings and broken furniture.

Also, analysing the social service contracts provided by the manager, we found cases of placement of clients in the boarding house by third parties who are not their relatives.

At present, the relevant letters have been sent to the authorised bodies about the possible commission of a criminal offence under Article 13 of the Law of Ukraine «On the Ukrainian Parliament Commissioner for Human Rights», based on Articles 214, 216 of the Criminal Procedure Code of Ukraine.

To recap, a local resident is suspected of recruiting two wheelchair users in Mykolaiv. He took them to beg in crowded places and then took all the donations.
