The City Council’s basement in Bashtanka is being converted into a shelter at a cost of ₴27.5 million

In Bashtanka, a contractor has been selected to carry out the refurbishment of the town council’s basement so that it can be used as a shelter. Plans are also in place to restore the administrative building, which was damaged by shelling. The work is to be carried out by Spetsbudkryvbas LLC for 27.5 million hryvnias.
The information has been published on the Prozorro public procurement system.
The Bashtanka City Council has announced a tender for the refurbishment of the basement to convert it into a shelter, with an estimated cost of 28 million hryvnias.

Payment for the work is to be made within 15 days of its actual completion and the signing of the handover certificate, «subject to the availability of budgetary funding».
The work is to be completed by 25 December 2026.
The scope of works includes the installation of external drainage, a water supply system, a heating system, lightning protection, folding ramps, a fire alarm system, and lighting circuits in the shelter, on the first and second floors. Gas boilers, pumps and a water treatment system are also to be procured.
Spetsbudkryvbas LLC submitted a bid of 27.49 million hryvnias. It was the sole bidder. According to the You Control system, the company was registered in Kryvyi Rih in 2009.

Screenshot from the Prozorro systemThe contractor was required to rectify certain non-conformities: it had to provide information on a patent or licence for the use of the technologies, confirm that it had carried out similar high-risk works, and provide certificates for all materials and structures to be used during the works.
On 8 June, a contract was signed with the contractor.
In response to an information request from NikVesti, the Bashtanka City Council stated that the administrative building had been damaged during the full-scale invasion. Consequently, the executive bodies are currently operating from alternative premises. There is no civil defence shelter in the town council building, so reconstruction work is to be carried out there.
«The city council building does not have its own civil defence shelter. However, to ensure the safety of staff and visitors, the nearest shelter, located up to 50 metres from the administrative building, is being used, allowing for a rapid evacuation to a safe place in the event of a threat. According to the design specifications, the simplest shelter is designed to accommodate 54 people at any one time,» commented the city council on the need to convert the basement into a shelter.
It should be recalled that the Department of Education, Culture, Youth and Sport of the Oleksandrivka Settlement Council, in the Voznesensk district, held a tender for the construction of a new anti-radiation shelter at the T.G. Shevchenko Oleksandrivka Lyceum. The contractor was to carry out the work for 49.7 million hryvnias. However, following the start of the auditors’ review, the contract was cancelled.
