A working group has been set up in Mykolaiv to oversee the placement of outdoor advertising. Photo from the NikVesti archiveA working group has been set up in Mykolaiv to address issues relating to the development of the outdoor advertising market, the regulation of advertising structures and the preparation of proposals regarding their placement in the city.
The relevant order issued by the mayor, Oleksandr Sienkevych, has been published on the city council’s official website.
The working group is headed by the director of the Department of Architecture and Urban Planning — the city’s chief architect, Yevhen Poliakov. Its members also include representatives of advertising companies, professional associations and the council for the coordination of activities in the field of outdoor advertising.
The group’s main task will be to analyse the current state of the outdoor advertising market in Mykolaiv. Its members are to prepare proposals for regulating the placement of billboards and other advertising structures, developing comprehensive layout plans, and improving local regulations in this area.
In addition, the working group will hold consultations with representatives of the advertising industry, civil society organisations and experts, and will prepare recommendations for the mayor and the executive committee.
The document states that the working group’s activities should contribute to shaping the city’s modern architectural appearance, improving public amenities and developing transparent rules for the outdoor advertising market.
The working group’s decisions will be of an advisory nature. Meetings will be held as required, and the group will conclude its work once the specified tasks have been completed or upon a separate order from the mayor.
It should be noted that Mykolaiv has approved rules for the dismantling of garages, kiosks and various structures. Decisions on dismantling will be taken by the city council’s executive committee, whilst the contractor will be appointed by the mayor by order.
Before dismantling, the structure must be documented, and during the work a special report must be drawn up containing photographs, a description of the structure and any property that may be inside. The structure will then be transported to a temporary storage site.
In total, since the start of 2026, 55 illegally erected kiosks and other temporary structures have been removed in Mykolaiv. These structures are dealt with by the city’s Department of Architecture and the municipal enterprise «Mykolaiv Parks».
For his part, the mayor of Mykolaiv, Oleksandr Sienkevych, stated that during his entire time in office, neither he nor any members of his family or close associates have acquired ownership of any temporary structures.
