Hit by shelling three times: Mykolaiv are looking for a company that will rebuild the damaged high-rise building for ₴5.3 million

The Department of Housing and Communal Services of Mykolaiv is looking for a company that will repair a high-rise building at 27 Naberezhna for 5.3 million hryvnias, which was damaged three times by Russian shelling.

The relevant tender was published in the ProZorro public procurement system.

In a comment to NikVesti, the residents of the building said that they have been living in the broken building for more than two years.

«On March 24, 2022, when there was an attack on the Inhul hotel, an explosive wave damaged the middle entrance. Since then, it has not been repaired. Our roof was damaged by an impact on April 27, 2023, and it was covered with film. Then there was another blow on July 20, 2023, it was sewn up again with film,» said Nataliia Babkova, a resident of the apartment building.

The woman says that during heavy rains, the roof of the house leaks, which affects the apartments on the upper floors. Also, due to the lack of a roof, the apartments were very cold in winter.

«I am on the 5th floor, the roof leaks, I have a stretch ceiling and I had to remove the chandeliers. In the middle entrance where there is a chimney, neighbors from the 5th floor say that the kitchen was simply flooded when it rained heavily. «Since there is no roof, it was very cold on the 5th floor in winter,» the woman said.

Residents of the building are denied payments under the «eVidnovlennia» program. Since, as noted by the government, the owners of the affected apartments cannot receive funds until the building's common areas, in this case the entrances, are repaired.

«Some are already making repairs on their own, some do not have such an opportunity. And the entrances are terrible, clogged with plywood. Nothing was done around the house, except that the Danish company installed windows and doors in some apartments, but not all,» Nataliia Babkova said.

On August 16, the DHCS announced a tender for the restoration of the building. The work was estimated at 5 million 393 thousand 458 hryvnias.

The winner of the tender must complete the renovation of the building by May 31, 2025. However, given the approach of the winter period, the contractor will have to restore the roof as a priority.

In general, the contractor will need to restore the roof, insert new windows and front doors, repair certain sections of interior walls and fill cracks. It is also planned to repair the damaged balconies, including the strengthening of the balcony slabs, and the installation of ramps at the entrance to the entrances.

We will remind, in 2024, they plan to spend 45 million hryvnias from the budget of Mykolaiv for the restoration of damaged or destroyed apartment buildings. In 2023, 40 million hryvnias were allocated from the budget for the restoration of damaged high-rise buildings.

The first high-rise building damaged by shelling in Mykolaiv began to be restored at the expense of the city budget in July 2023. We are talking about a house on Krylov, which was hit by a Russian missile in the summer of 2022.

Subsequently, the Department of Housing and Housing announced a tender for the restoration of a five-story building in the center of Mykolaiv, which was destroyed by a Russian missile in the fall of 2022.

At the same time, the city council supported the allocation of funds from the budget of Mykolaiv for the technical inspection of private houses affected by the war.
