The DHCS of Nikolaev does not know how to solve the problem with the refusal of residents to demolish destroyed houses

In Mykolaiv, due to the refusal of the apartment owners, the process of dismantling the destroyed entrances in the houses at 43 Pohranychna Street and 54 Krylova Street is being delayed.

Ihor Nabatov, the first deputy head of the housing and communal services department, said this in an interview with the «MART» TV channel.

He said that currently they cannot resolve the conflict that has arisen in the issues of demolition or partial dismantling of buildings in the city. Disputed situation regarding the house at 54 Krylova Street. On the one hand, there is a technical conclusion that it is necessary to dismantle the 7th entrance to the building, but the residents opposed it. Therefore, now they cannot decide how to act further.

— People did not order a technical inspection on their own. They got acquainted with the technical inspection, which was ordered by the housing and communal services department, and in fact they do not agree with it. At the same time, there is no order for a new technical inspection by the co-owners. There is simply a disagreement with the results. The discussion started not because they are not satisfied with the technical examination, but more because we cannot implement the conclusions that are included in the technical examination in connection with the conflict of laws. The question does not move further. We plan to appeal to the ministry again in the near future, because two months have already passed... People at Krylova Street 54 organized themselves and gave the department appropriate refusals to dismantle. Then more refusals were added. People are categorically against dismantling the 7th entrance. In fact, today it is a dead end until there is an answer from the ministry, — Ihor Nabatov said.

The situation is the same at 43 Pogranichnaya Street. Refusals were received from the owners of the apartments that were planned to be demolished.

According to Igor Nabatov, these refusals do not allow owners of damaged housing to receive compensation. He noted that the issue will be settled by issuing residential certificates to those owners who actually agreed to the demolition.

— 43 Pohranychna Street, the same situation. There are fewer rejections, but they are there. This slows down the process for us, because it is impossible to dismantle all but two or three apartments. We are currently working out an option with the ministry to compensate for housing to people who actually agreed to the dismantling within the framework of the 60th resolution, i.e. certificates. To move in such a way that the fact of dismantling does not slow us down. There is a catch, there is a technical conclusion and there is an understanding that people have the right to receive compensation, —he added.

It should be noted that the houses on 43 Pohranychna Street and 54 Krylova Street were included in the list of partial dismantling.

Also, two buildings were added to the list of hazardous objects that require immediate dismantling. Now there are six of them.

It was also reported that the Mykolaiv City Council is developing a mechanism that will allow the demolition of houses damaged by enemy strikes with the «tacit consent» of the co-owners.

Also, in Mykolaiv, they are going to repair two more high-rise buildings damaged by Russian shelling for 14.7 million hryvnias. We are talking about houses at the addresses 61 Vokzalna Street and 132 Kosmonavtiv Street.

We would like to remind you that in the next few weeks, the residents of the dilapidated building at 32 Admiralska Street will receive the results of the technical inspection. They are waiting for positive results, which will give the Mykolaiv housing and communal services department the opportunity to install a temporary shelter over the building.
