UNDP: Preparations are underway for the dismantling of a building on Pohranychna Street in Mykolaiv

The United Nations Development Program in Ukraine dismantles a house destroyed during rocket fire at 43 Pohranychna Street in Mykolaiv.

Oleksii Pechenyi, an engineering analyst at UNDP, told about this in a comment to NikVesti.

A rocket hit a five-story building in October 2022. Then 7 people died, among them was an 11-year-old boy. The impact completely destroyed two entrances — №3 and №4. In April 2024 , a decision on their dismantling would be made.

Before the start of work, the builders transferred the gas supply, which was necessary for the safe start of dismantling. According to a UNDP specialist, the work can last from two weeks to a month.

«Previously, works were carried out here to transfer the gas supply, because it did not allow us to start dismantling works. In general, we dismantle sections of the 3rd and 4th entrances. In the future, the local authorities will conduct an examination of the surviving sections. Construction waste will be transported to site for waste processing,» said Oleksii Pechenyi.

Special equipment is used for dismantling — a destroyer based on an excavator with a boom reach of about 28 meters, which allows working without human participation in dangerous areas.

«This is the safest technique for working precisely in such cases when it is difficult and dangerous to work with the object. The technique itself disassembles and makes it possible to do it quickly. But it still depends on how quickly residents will remove their belongings,» say the builders.

As Tetiana Honcharova, a resident of the building, noted, there are a few days left before the start of work. However, the delay is due to one of the residents, who does not give permission to start work until she collects her belongings herself.

«I am one of those who initially supported the restoration of the building, but agreed to its dismantling due to the subsequent destruction of the building under the influence of water and weather conditions. I went to a meeting with the department, which assured me that the house could be rebuilt in the future. Currently, the dismantling has been partially started. The delay was caused by a resident of one of the apartments, who does not get in touch. Together with the police and local authorities, this issue will be resolved. People took their belongings out of the surviving apartments last week, this is their property, they have the right to it,» said Tetiana Honcharova.

Previously, the refusal of the apartment owners at 43 Pohranychna Street to dismantle the destroyed houses was reported as early as mid-October 2023. Then the housing and communal services department of Mykolaiv reported that they did not know how to solve the problem with the refusal of residents. And the mayor Oleksandr Sienkevych explained that the fear of the locals is caused by worries that the land plots may become the object of construction of estates.

Prior to that, the Department of Housing and Communal Services of Mykolaiv said that residents of dilapidated buildings at 54 Krylova Street and 43 Pohranychna Street, in case of unwillingness to give consent to dismantling, may lose any chance for further restoration. And later they said that the residents of these buildings, who refuse to dismantle the destroyed entrances, will still be able to get housing certificates.

In November 2023, the housing and communal services department said that the destroyed high-rise building at 43 Pohranychna Street can be restored, but this will probably be known after dismantling works and an additional examination of the building's foundation.
