District administrations will no longer be responsible for eliminating illegal landfills in Mykolaiv: who will take care of this now?

From April 2026, the municipal enterprises Mykolaivkomuntrans and Obrii will be responsible for eliminating illegal rubbish dumps in the Mykolaiv area.

The relevant decision was made by the executive committee of the Mykolaiv City Council at a meeting on 11 February, according to NikVesti.

Previously, the district administrations were responsible for eliminating illegal dumps in the city. Over the past five years, more than 140 million hryvnias from the Mykolaiv budget have been spent on eliminating illegal dumps in the city. This averages out to 28 million hryvnias per year.

The decision to transfer this activity to Mykolaivkomuntrans and Obrii will make it possible to determine who is solely responsible for waste collection in Mykolaiv, said Ihor Nabatov, first deputy director of the city's Department of Housing and Communal Services.

«This draft decision concerns the final completion of the reform of the approach to waste disposal in Mykolaiv and the designation of a single entity responsible for this area. I would like to remind you that waste management services are currently provided by Mykolaivkomuntrans in the Central, Zavodskyi and Inhulskyi districts. Obrii provides services in the Korabelnyi district.

At the same time, the removal of unauthorised dumps that form in the respective districts is carried out at the request of the district administrations. Quite often, situations arise when, figuratively speaking, the waste has been removed, but the unauthorised dump that has formed nearby must be removed not by the waste disposal service provider, but by the district administration. We are currently determining that from 1 April, either Mykolaivkomuntrans or Obrii will be responsible for any rubbish in a given district,» explained Ihor Nabatov.
