Residents of the village of Mostove, in the Mykolayiv region, complain about the poor condition of the road. Through the potholes, emergency medical teams cover 25 kilometers to the village in over an hour and a half.

Veronika Tsybulska, a local resident, told about this in a comment to NikVesti.

Route T-15-06 connects the city of Mykolaiv with Veselinivskyi, Domanivskyi, Vradiivskyi and Kryvoozerskyi districts of the region.

Residents have been asking to repair the road since 2016. According to the resident, communication with nearby hospitals is difficult even in the warm season.

«We ask and call on the authorities to solve this problem and provide assistance in repairing the road. The distance from the village of Mostove to Domanivka is 25 kilometers. We appealed to the local authorities, the regional council, and the Autodor, but so far we have not received any results,» she noted.

Before the start of the full-scale invasion in 2021, the then Highway Service (now the Service for Reconstruction and Development of Infrastructure in the Mykolaiv Region) announced a tender for the development of project documentation for the capital repair of the road for 10.8 million hryvnias, and later announced a tender for the current average repair of 35 kilometers of this highway for 1 billion 179 million hryvnias.

The date of completion of the repair of the specified sections of the T-15-06 highway Mykolaiv-Domanivka-Berizky was planned for June 2023.

«Even before the full-scale invasion, this road was planned to be repaired, a tender for its repair was announced and funds were allocated. But all this stopped with the war, there is no money and no one built the road. Ambulances reach us 25 kilometers in 1.5 hours, and there are a lot of children, disabled people, and pensioners in the village. There are also villages that are far from the center of the community, even a bus can't get there, there are very big potholes, children are taken out on foot to the highway. Last fall, we collected signatures, wrote a letter to the Mykolayiv Regional Council, to the head of the Mykolayiv RMA Vitalii Kim, and appealed to the Autodor to build a road. We received answers that repair work was planned for 2024, but there is no money and they will be looking for sponsors. However, we have a question as to where the funds already allocated in 2021 went. Neither the local head of the Mostove village council nor the Voznesensk city council can do anything. It is very strange that even in Donetsk roads are being repaired, but not in our country,» said a local resident.

Last year, at the request of Mostove OTC, the Infrastructure Department of Mykolaiv RMA reported that the T-15-06 highway was not included in the list of objects planned to be repaired in 2023 due to limited financial resources and strategic priorities aimed at restoring roads damaged by Russian aggression.

«On the highways of the Mykolaiv region, representatives of the State Enterprise «Agency of Local Roads of the Mykolaiv Region» (hereinafter — the State Enterprise «Agency»), the balance-keeper of highways of general local importance, conducted an inspection, according to the results of which it was determined that some areas need repair.

At the same time, in the conditions of limited financial resources, during the formation of the work plan for 2023 by the infrastructure management of the regional military administration, together with the «Agency», based on the recommendations of the leadership of the Mykolaiv regional military administration, the general plan for carrying out repair works includes as a matter of priority the objects that were significantly damaged as a result of Russian aggression and are priority for the region in the plan of logistics junctions, to which the above-mentioned highway was not included due to non-compliance with these criteria. At the same time, we inform you that in case of additional funding in 2023 or when forming the work plan for 2024, the possibility of including the T-15-06 Mykolaiv-Domanivka-Berizky highway in the general work plan will be considered,» says the answer to the information request.

We would like to remind you that there is no money in the state budget for 2024 for the repair and maintenance of local roads in the Mykolaiv region. The infrastructure department reported that one of the directions will be work on attracting all possible sources of funding, regarding the further maintenance and repair of roads of local importance.

In 2023, almost 600 million hryvnias of state funds were spent on the repair of local highways and four bridges. At the expense of capital repairs, the infrastructure department completely repaired one site. Repairs of the second section also began, but there were not enough funds to complete them.
