Shelter for Nursery School №126 in Mykolaiv to be built at a cost of nearly ₴100 million, funded by the EU

Plans are underway in Mykolaiv to build a new anti-radiation shelter for nursery school №126. The project, costing 98.9 million hryvnias, will be implemented with the support of the European Union (Ukraine Facility) and co-financing from the city budget.

This is evidenced by data from the Prozorro public procurement system, according toNikVesti.

The client for the works is the Capital Construction Department of Mykolaiv City Council. Participants may submit tender bids until 24 June, with the auction scheduled for the same day. The contractor must complete construction by 30 December 2027.

According to the tender documentation, the shelter will be designed to accommodate 205 people. The contractor must also remove greenery, pavements, canopies and certain engineering structures, carry out earthworks, lay the foundation slab, erect monolithic reinforced concrete walls and floors, and carry out waterproofing and sealing of the structure.

In addition, the project includes the installation of utility networks and security systems, the fitting of door units, the interior finishing of the premises, and the installation of a lift for people with reduced mobility.

The project also includes the installation of a 45 kVA diesel generator with a canopy, landscaping of the site and the construction of a children’s playground.

As Oleksii Savchuk, head of the capital construction department at Mykolaiv City Council, explained to NikVesti, Nursery School №126 was one of two facilities for which the city had prepared project documentation in advance.

«We had prepared the project documentation for the nurseries in advance. When the call for proposals for funding under the Ukraine Facility was announced, we submitted two projects — Nurseries №126 and №75. The documentation for №126 has now been finalised following the tender announcement, and a procurement notice is being prepared for Kindergarten №75,» said Oleksii Savchuk.

According to him, the construction of the shelter will be funded not only by the European Union but also from the city budget.

«All projects under the Ukraine Facility involve co-financing. The city has already confirmed its participation and allocated the necessary funds in the budget,» noted Oleksii Savchuk.

For 2026, 28.16 million hryvnias in grants and 3.13 million hryvnias in co-financing from the city budget have been allocated for the construction of the shelter at Kindergarten №126. For Kindergarten №75 on 3rd Line Street, 18.32 million hryvnias in grants and 13.99 million hryvnias in co-financing are planned.

At the same time, the total estimated cost of building the shelter at Kindergarten №126, according to the announced tender, is 98.1 million hryvnias, and the work is scheduled for completion by the end of 2027.

According to information published on the DREAM platform, the current lack of a protective structure prevents children from attending the nursery properly due to the absence of safe conditions during air raid alerts.

The documents also state that demand for the nursery’s services may rise from 100 places in the first year following the project’s implementation to 150 places over the next two years.

It should be noted that in the Voznesensk district, a tender worth 50 million hryvnias for the construction of a fallout shelter at the lyceum has been cancelled. Of this amount, 45.7 million hryvnias was allocated through co-financing by the European Union under the Ukraine Facility programme.
