Border Crossing for Ukrainians during martial law is regulated with restrictions, especially for men aged 18 to 60. However, certain categories are permitted to cross the state border:

  • Persons with disabilities — men with disabilities in Group I, II, or III.
  • Fathers of multiple children — men with three or more children under 18.
  • Single fathers — men who independently raise children under 18.
  • Guardians and custodians — persons who are official guardians of orphans or children deprived of parental care.
  • Accompanying sick children — men accompanying children for treatment abroad.
  • Students of foreign universities — men studying full-time or in dual programs.
  • Drivers and volunteers — men involved in transporting humanitarian aid or international transport.
  • Railway and maritime workers — men employed in these sectors.
  • Diplomats and international organization staff — men traveling for official duties.
  • Men with business trips and exemptions — those with official exemptions from conscription and official travel orders.
  • Persons removed from military registration — men exempted from registration for health or other reasons.

For each category, documents confirming the right to exit are required.
