Telegram is Pavel Durov's messenger with channels, bots and its own Telegram Stars currency for digital purchases. A 2024 poll found that more than 50% of Ukrainians get news about the war from Telegram channels. Since September 2024 military personnel and civil servants have been restricted from using Telegram on work devices, and in November of that year Mykolaiv City Council banned it for its staff. In February 2026 the Ministry of Internal Affairs said Telegram could not be fully blocked, while Kyrylo Budanov, head of the Office of the President, called for the messenger to be regulated and for channels to be registered.
